S.674 AIDAN LOYNS
The Chair referred to the recent death of Aidan Loyns. Members paid tribute to Aidan’s commitment and input into the work of the Standards Committee.
S.675 DECLARATIONS OF INTEREST
Councillor Briggs declared a personal interest in the item “Consideration of Requests for dispensation”, as she is a member of the Children and Young People Scrutiny Commission. Members present asked that personal interests as governors of Secondary Schools be recorded.

S.677The Chair reported that further to minute S.442, the Standards Referral Sub Committee had referred two complaints for investigation, and would consider two further cases on 26 February 2009.

S.678The Monitoring Officer submitted a report which asked Members to consider granting dispensations to those members (elected and voting co-opted) who served as members of the Children and Young People Scrutiny Commission, and who were currently disqualified from taking part in a meeting of the Commission on 26 February 2009. The meeting would be considering the Secondary Strategy for Change and any Member who served as a governor of a secondary school in the Borough had a Prejudicial Interest.

It was reported that Regulation 3 of the Relevant Authorities Standards (Committee) (Dispensations) Regulations 2002 made provision for dispensations to be granted by the Standards Committee in circumstances where 50% of those members that were entitled or required to participate in Council business would not otherwise be able to do so due to having a prejudicial interest.

Applications for dispensation had to be made individually and details of nine applications were submitted.
