Minutes:

Councillor L Smith introduced the report requesting to take part in the ECVI structure concession contract to put in electric charging infrastructure across the borough.

Councillor Rydeheard commented that the report was scrutinised at O&S and thanked Councillor L Smith for attending.

Councillor Birchmore queried whether there is sufficient power if everyone had an electric car and that tariffs could be higher overnight than during the day and whether there is any way we can get them to address that?

Councillor Smith responding advised that the agreement is at market rate which could be different at different times of the day and night.

Ben Thomson, Assistant Director (Public Protection) confirmed we are in active discussions with the supplier to provide a discounted rate and assured member we are looking to secure a competitive rate which is tied in to the concessionary contract.

Decision(s):

Cabinet:

-       Agreed TfGM on behalf of Bury Metropolitan Borough Council can proceed to award the contract to the Preferred Supplier identified within Part B of this report.

Reasons for decision(s):

-       A competitive and transparent procurement process was undertaken in line with all legislative requirements governing local authority procurement. Following evaluation of all submissions against the agreed criteria, the Preferred Supplier identified within Part B of this report emerged as the highest-scoring bidder and Page 214 offered the best overall value to the Council. Their appointment is therefore proposed.

Alternative options considered and rejected:

-       No alternative procurement routes were considered appropriate due to the contract value and scope. A competitive tendering process was required to meet internal contract procedures and all relevant procurement legislation.
