Declarations of Interest

Members of Cabinet are asked to consider whether they have an interest in any of the matters of the Agenda, and if so, to formally declare that interest.

Minutes:

Councillor Connolly declared a personal interest in any matters relating to the fact that his partner is employed by Persona Care and Support Ltd (Local Authority Trading Company). Councillor Connolly also declared a personal and prejudicial interest in respect of Minute CA.626 Mayoralty 2016/2017 and left the room during consideration of the item.

Questions are invited from members of the public present at the meeting about the work of the Council and the Council’s services.

 

Approximately 30 minutes will be set aside for Public Question Time, if required.

A period of thirty minutes was allocated for any members of the public present at the meeting to ask questions about the work or performance of the Council or Council services.

Cities and Devolution Bill pdf icon PDF 74 KB

Minutes:

The Leader and Cabinet Member for Business Engagement and Regeneration submitted a report providing an update on the status of the Cities and Devolution Bill setting out the next steps to be implemented.

Delegated decision:

 

1.   That the progress of the Bill and next steps required for implementation be noted.

2.   That delegated authority be given to the Chief Executive, in consultation with the Leader of the Council, to consent to the terms of the Order required to establish the role of the Greater Manchester Combined Authority (GMCA) elected Mayor; and to provide for the Mayor to exercise the functions of the Police and Crime Commissioner in relation to the Greater Manchester Police area.

3.   That delegated authority be given to the Chief Executive, in consultation with the Leader of the Council, to consent to the terms of orders required to enable GMCA to carry out health related functions from April 2016.

 

Reason for the decision:

The report ensures that the GMCA and (Interim) Mayor are able to conduct Police and Health related functions in line with the expected timescales.

 

Other option considered and rejected:

To reject the recommendations.

Health and Safety Annual report 2015 pdf icon PDF 415 KB

Minutes:

The Cabinet Member for Resources and Regulation submitted the Annual Health and Safety report. The Council’s Health and Safety system is designed to implement standards that are set out in the Management of Health and Safety at Work Regulations and Health and Safety Executive (HSE) guidance on organisational health and safety management.

 

Details of the Key health and safety arrangements that are under development by the Council, Key areas of progress and Key indicators and trends were listed in the report. Copies of the Occupational Health and Safety National Agenda and Strategies, statistical data, the Corporate Health and Safety at Work Plan and Departmental developments and plans were appended to the report.

 

Delegated decision:

 

1.  That the report be noted.

2.  That the Corporate Health and Safety Work Plan, which is attached as Appendix 2 of the report submitted be endorsed.

3.  That the departmental developments and plans that are attached in Appendix 4 of the report submitted be noted.

 

Reason for the decision:

The Health and Safety Annual Report represents a core element of the Council’s health and safety management system providing for the welfare of staff, service management arrangements and standards. It is good practice that the Health and Safety Report is submitted on an annual basis.

 

Other option considered and rejected:

To reject the recommendations.

Mayoralty 2016/2017

To propose the Mayor of Bury for 2016/2017.

Minutes:

Councillor Simpson proposed that Councillor Mike Connolly be proposed as the Mayor of Bury for 2016/2017. Councillor Heneghan seconded the proposal.

 

Recommendation to Council:

 

That Councillor Mike Connolly be proposed as the Mayor of Bury 2016/2017.

 

(Councillor Connolly returned to the meeting room and returned to the Chair.)
