Minutes:

Councillor Rishi Shori declared a personal interest in all items under consideration as his partner works for the NHS.

 

        Councillor Andrea Simpson declared a personal interest in all items under consideration as a NHS employee.

 

        Councillor Alan Quinn declared a personal interest in all items under consideration as his son and daughter in law work for NHS.

Progress on implementation of the Bury Health and Social Care Locality Plan and appointment of the Chief Officer of Bury CCG pdf icon PDF 162 KB

Councillor Andrea Simpson, Cabinet Member for Health and Wellbeing will report at the meeting.  Report attached.

Minutes:

The Deputy Leader and Cabinet Member for Health and Wellbeing submitted a report setting out details of the progress on the implementation of Bury’s Locality Plan, the Local Care Alliance and Bury’s Single Commissioning Function.  As well as the financial implications of the Locality Plan for the health and social care system overall and for the Council in particular.  The report also provided details of Bury’s position in relation to the standardisation of hospital services across Greater Manchester and the future of the Pennine Acute Hospitals NHS Trust.

 

Delegated decisions:

 

That Cabinet agrees to:

 

1.    Note the progress that has been made in the implementation of the Bury Locality Plan and approve the move to the next phase of integration;

 

2.   Note the key milestones to be achieved by 31 March 2019 and agree the next steps of integration as set out in the report;

 

3.   Approve the appointment of Bury Council Chief Executive as NHS Bury CCG’s Chief Officer from 1 October 2018, as agreed at the Governing Body meeting of the CCG on 6 September 2018 and NHS approval.

         

Reason for the decision:

 

The approval of the recommendations will facilitate the next steps of the integration process for alignment of functions and governance arrangements to operate.

The Cabinet Member for Finance and Housing attended the meeting to provide members with an update on Bury’s Local Plan.  Together with the Greater Manchester Spatial Framework the Local Plan will form a key part of Bury’s overall development plan, providing a range of non-strategic and more locally specific policies, designations and site allocations.

The Cabinet agrees:

Option 1 (Recommended option)

 

That Members note the main themes of the responses to the Local Plan Key Issues and Policy Framework.

 

That Members approve the Local Plan Policy Directions report together with the proposed consultation measures outlined in this report.

 

Reason for the decision:

 

The Policy Directions report is another important stage in the production of Bury’s Local Plan. The Policy Directions give a clear indication of the intended scope and direction of specific planning policies in the Bury Local Plan and consultation will ensure that all interested parties have an opportunity to play a part at this key stage of the process.
