Councillor M Bailey declared a prejudicial interest in respect of Planning Application 57362 relating to Former Whittaker House, Parsonage Street/Whittaker Street, Radcliffe.  Councillor M Bailey had been in consultation with local residents with regard to this application during the consultation period.

Delegated decision:

That the Minutes of the Meeting held on 22 April, 2014 be approved as a correct record and signed by the Chair, subject to the following amendment:-

Minute P.974 – Councillor K Audin represents Besses Ward, not Unsworth Ward as recorded.

A report by the Development Manager was submitted in relation to various applications for planning permission. Supplementary information was also submitted in respect of application numbers: 57085, 57303 and 57362.

The Committee heard representations from applicants and/or objectors in

respect of the applications submitted. This was limited to three minutes for each speaker.

Councillor M Bailey, having declared a prejudicial interest in relation to Planning Application 57362, exercised his right to address the Planning Control Committee as a Ward Councillor in respect of this particular application.

Delegated decisions: 

1.  That Approval be given to the following applications in accordance with the reasons put forward by the Development Manager in the report and supplementary information submitted and subject to the conditions included:-

57303  Walmersley Golf Club, Garrett’s Close, White Carr Lane, Bury – Bury East – Moorside Ward

   New putting green on 6^th hole

57325  Land Adjacent to Radcliffe Delivery Office, 12 Dale Street, Radcliffe, Manchester – Radcliffe East Ward

    Provision of a replacement bus station in Radcliffe Town Centre

2.  That the Committee be Minded to Approve the following applications  in accordance with the reasons put forward by the Development Manager in the report and supplementary information submitted and subject to the conditions included:-

57085  Holcombe Brook Sports Club, Longsight Road, Holcombe Brook, Bury – Ramsbottom & Tottington - North Manor Ward

Demolition of existing clubhouse and erection of 50 flats (category II type) for the elderly with associated communal facilities, landscaping and car parking

57344  Hollingrove Stables, Redisher Lane, Hawkshaw, Bury – Ramsbottom & Tottington – Ramsbottom Ward

Conversion of stables to dwelling; single storey extensions at side and rear and porch to front elevation (submission)

57362  Former Whittaker House, Parsonage Street/Whittaker Street, Radcliffe, Manchester – Radcliffe East Ward

Demolition of existing building and erection of supported living accommodation (14 one-bedroom apartments) and Higher Complex Care accommodation (6 one-bedroom apartments) together with access and landscaping

A report by the Development Manager was submitted listing all recent Planning application decisions made by Officers using delegated powers.

A report from the Development Manager on Appeals Decided and Appeals Lodged between 14 April, 2014 and 1 May, 2014.

A report from the Development Manager was submitted which presented a

list of recent planning and enforcement appeals lodged and determined. Members and Officers discussed the Planning Inspectorate’s Appeal Decision in relation to Planning Application 55878.

A report from the Development Manager on the proposed training programme for Members that will take place during the 2014/2015 Municipal Year.

The Development Manager submitted a report setting out the proposed training programme for Planning Control Committee Members during the 2014/15 Municipal Year.

The Chair of the Committee, Councillor Cummings thanked Members for their diligence and even-handed approach to the work of the Committee during the last Municipal Year.  Appreciation was also expressed to the Officers for their work in supporting the Committee.  Councillor Wright, on behalf of all of the Members, thanked Councillor Cummings for his work and commitment as Chair of the Committee during the year.
