Supplementary information was also submitted in respect of application numbers: 56860 and 57950. There were no representations from applicants and/or objectors in respect of the applications submitted.

A report from the Development Manager on recent Planning Appeal decisions since the last meeting of the Planning Control Committee held on 30 September, 2014. Minutes: A report from the Development Manager was submitted which presented a list of recent planning appeals lodged and decided, and details of new enforcement appeals lodged and decided. The report also included a copy of the Appeal Decision reports by the Planning Inspectorate in relation to Planning Applications 57654 and 57727.

Development Management Performance PDF 562 KB A report from the Development Manager is attached. Minutes: The Development Manager submitted a report providing a brief analysis of performance within the Development Management Team for the half year 2014/15 2 with comparisons from previous years and an overview of changes in the development management regime.

Sites of Biological Importance: 2013 Review PDF 338 KB A report from the Assistant Director (Localities) is attached. Minutes: The Assistant Director (Localities) submitted a report which described the purpose and application of the Register of Sites of Biological Importance in Bury. The report also identified the latest changes made to the Register. Members were informed that in 2013, no new sites were added or deleted, eight existing sites were reviewed and for these no grades or boundaries were changed. However, changes were made to the description of the value of one of the eight, the ‘Wetlands at Radcliffe’ site behind Coney Green School.

1. That the report be noted. 2. That the Planning Control Committee adopts the 2013 update of the Register of Sites of Biological Importance for use in development planning and management.

Proposed Local Nature Reserve at Chapelfield, Radcliffe PDF 637 KB A report from the Assistant Director (Localities) is attached. Minutes: The Assistant Director (Localities) submitted a report which described the progress made towards meeting the Council’s target of having 1 hectare of Local Nature Reserve (LNR) per 1000 people and proposed the declaration of a new site at Chapelfield, Radcliffe.
The Committee were informed of the amended comments from the Section 151 Monitoring Officer, as detailed in the supplementary agenda.

1. That the report be noted. 2. That the Planning Control Committee authorises the Council Solicitor to declare a Local Nature Reserve at Chapelfield, Radcliffe and adopts the designation for use in development planning and management.
