Delegated decision:

That the Minutes of the meeting held on 20 January, 2015 be approved as a correct record and signed by the Chair.

A report from the Development Manager was submitted in relation to the applications for planning permission.  Supplementary information was also submitted in respect of application numbers: 58223, 58301 and 58312.

The Committee heard representations from applicants and/or objectors in respect of the applications submitted.  This was limited to three minutes for each speaker.

Site visits took place prior to the Committee meeting in relation to Planning Applications 58301 and 58311.

Members expressed concerns regarding the potential noise issues but indicated that the conditions restricting noise levels and restricting the use of the building after 22:00 until the next morning, would, if they were kept to, overcome their concerns and members urged the applicant to be a good neighbour and comply fully with the conditions.

A report from the Development Manager on recent Delegated Planning decisions since the last meeting of the Planning Control Committee held on 20 January, 2015.

A report from the Development Manager was submitted listing all recent Planning application decisions made by Officers using delegated powers.  The Chair invited questions/comments from members on any of the planning applications listed in the report.  Councillor Wright requested an update in relation to Planning Application 58185 and the Chair, Councillor Cummings highlighted decision made in respect of Planning Application 58316.  The Development Manager provided an update in relation to these two delegated planning decisions.

A report from the Development Manager on recent Planning Appeal decisions since the last meeting of the Planning Control Committee held on 20 January, 2015.

A report from the Development Manager was submitted which presented a list of recent planning appeals lodged against the decisions of the authority. 

The Development Manager also provided an update in relation to the impending Planning Inspectorate Appeal Hearing regarding Planning Application 57118.

A report from the Development Manager providing a summary of the recent PAS Review of the working of the Planning Committee.

The Development Manager submitted a report providing a brief summary of the recent PAS Peer Review of the working of the PCC including an analysis of the recommendations arising from the Review. The Committee

were also presented with the Final Report from the two “Peers” who carried out the Review, Cllr Tony McDermott, Leader of Halton Borough Council and Simon Taylor, Head of Development Management at Kirklees Metropolitan Council.  The Chair welcomed the report and commented that most of the recommendations had previously been considered by Officers and Members.  The Chair welcomed the opportunity for Bury’s PCC to review the recommendations contained within the report.

2.  That a review be undertaken on the recommendations within the report  and an update be provided to the PCC in the new Municipal Year.
