Minutes:

A report from the Development Manager was submitted in relation to the applications for planning permission.  Supplementary information was also submitted in respect of application numbers: 58279, 58287, 58350 and 58405.

 

The Committee heard representations from applicants and/or objectors in respect of the applications submitted.  This was limited to three minutes for each speaker.

 

Site visits took place prior to the Committee meeting in relation to Planning Applications 58279 and 58287.

 

Delegated decisions:

 

1.  That Approval be given to the following application in accordance with the reasons put forward by the Development Manager in the report and supplementary information submitted and subject to the conditions included:

 

58279  Elton High School, Walshaw Road, Bury – Ramsbottom & TottingtonTottington Ward

Demolition of existing school buildings; Erection of replacement school and associated sports provision together with new accesses, car parking and landscaping

 

58287  Former Mondi Mill, Bridge Street, Ramsbottom, Bury – Ramsbottom & Tottington - Ramsbottom Ward

Demolition of the top 15m of the former Mondi Mill chimney

 

58350  Rainsough Cemetery, Butterstile Lane, Prestwich, Manchester – Prestwich – St Mary’s Ward

Erection of single storey building to be used for canteen, store, office and toilet facilities (temporary 5 years)

 

58405  Nutt Farm, Nutt Lane, Prestwich, Manchester – PrestwichHolyrood Ward

Demolition of two structures and erection of four dwellings

 

2.  That the following application be deferred until the next meeting following a site visit by the Committee:-

 

58363  Taskers, 45 – 47 Church Street West, Radcliffe, Manchester – Radcliffe East Ward

Change of use of first floor and second floor to form eight flats, external alterations  and extension of internal staircase at rear

 

(Note: Councillor Jones proposed the site visit.  This proposal was seconded by Councillor Black.  The Committee voted in favour of the proposal to defer consideration of the application subject to a site visit by the Committee).

A report from the Development Manager on recent Delegated Planning decisions since the last meeting of the Planning Control Committee held on 17th February, 2015.

Minutes:

A report from the Development Manager was submitted listing all recent Planning application decisions made by Officers using delegated powers.  The Chair invited questions/comments from members on any of the planning applications listed in the report.

A report from the Development Manager on recent Planning Appeal decisions since the last meeting of the Planning Control Committee held on 17th February, 2015.

Minutes:

A report from the Development Manager was submitted which presented a list of recent planning appeals lodged against the decisions of the authority and against Enforcement Notices served and those that have been subsequently determined by the Planning Inspectorate. The Development Manager also provided a copy of the Inspectors Decisions and a verbal report on the implications of the decisions on the appeals that were upheld.

Future Member Training

Any other business which by reason of special circumstances the Chair agrees may be considered as a matter of urgency.

Minutes:

The Development Manager informed the meeting that arrangements for Member Training sessions for the new Municipal Year were being considered and a request was made for Committee Members to contact the Development Manager with any ideas or areas of interest relating to the work of the Committee which they would like covering at a future Member training session.

Chair's Statement - John Cummins, Development Manager

Minutes:

The Chair, Councillor Cummings informed the meeting that as John Cummins, Development Manager would be retiring at the end of March, 2015, this would be John’s last attendance at the Planning Control Committee meetings.

 

Councillor Cummings paid tribute to John’s hard work and commitment to the work of the Committee over the years.  John’s diligence and forward thinking approach had enabled the Committee to move forward with the support of a strong and professional Planning team.  John Cummins was regarding as a friend to all who served on the Planning Committee and would be missed in the future.

 

The Chair, on behalf of all Members of the Committee past and present, wished John a very healthy and happy retirement.
