Members of the Planning Control Committee are asked to consider whether they have an interest in any of the matters on the Agenda and, if so, to formally declare that interest.

Minutes:

Councillor Nuttall declared a personal and prejudicial interest in planning application 62473 as Councillor Nuttall is known personally by a member of the family of the applicant.

A report from the Development Manager was submitted in relation to the applications for planning permission.  Supplementary information was also submitted in relation to planning applications       .

 

The Committee heard representations from applicants and/or objectors in respect of the applications submitted.  This was limited to three minutes for each speaker.  Councillors spoke as ward representatives in relation to planning application

 

Prior to the Committee meeting, a site visit took place in respect of planning application 62473.

 

Delegated decisions:

 

1.   That the Committee Approve the following applications in accordance with the reasons put forward by the Head of Development Management in the report and supplementary information submitted and subject to the conditions included:-

 

62750  22 Newlands Drive, Prestwich, Manchester – Prestwich – Holyrood Ward

Raised timber deck at rear (approx. 800 mm above ground level) with steps to garden level

 

62751  34-36 Fountain Place & Aldi Foodstore Ltd, Higher Lane, Whitefield, Manchester – Whitefield & Unsworth – Pilkington Park Ward

Demolition of 34-36 Fountain Place and the extension of existing car park

 

2.   That the Committee make a Split Decision on the following applications in accordance with the reasons put forward by the Head of Development Management in the report and supplementary information submitted and subject to the conditions included:-

 

62166  Land at Hutchinson Way, Radcliffe, Manchester – Radcliffe West Ward

Proposal A:  Erection of 7 dwellings 

Proposal B:  Erection of 1 dwelling (plot 8) 

Note: The Officer recommendation was a Split Decision

to Approve with Conditions Proposal A:  Erection of 7 dwellings and to Refuse Proposal B:  Erection of 1 dwelling (plot 8). The Committee voted in favour of the Officer recommendation.

               

62473  Bramley Fold Farm, Hawkshaw Lane, Tottington, Bury – North Manor Ward

Proposal A: Alterations to existing shed   

Proposal B: Two storey extension at rear and two storey extension at side  

 

Note: The Officer recommendation was a Split Decision to Approve with Conditions Proposal A: Alterations to existing shed and to Refuse Proposal B: Two storey extension at rear and two storey extension at side.  The Committee voted in favour of the Officer recommendation.

 

Note:  Councillor Nuttall, having declared a prejudicial interest left the room during consideration of this application.

A report from the Head of Development Management was submittedsetting out the proposed training programme for Planning Control Committee Members during the 2018/19 Municipal year.  Members were requested to contact Mr Marno with suggestions for the next Outcomes Tour.

A report from the Head of Development Management on the confirmation of a temporary tree preservation order.

Minutes:

The Head of Development Management submitted a report on the confirmation of a temporary Tree Preservation Order currently made on 44 Rectory Lane and 12A Branksome Avenue.  Members were requested to note the representation from the owner of 44 Rectory Lane which was included on the Supplementary Agenda.

That the Committee confirm, with modifications as detailed in the report, the extant temporary Tree Preservation Order (No.342) designated as 44 Rectory Lane and 12A Branksome Avenue.
