A report from the Development Manager was submitted in relation to the applications for planning permission.  Supplementary information was also submitted in relation to planning applications 63917 and 64128.               

 

The Committee heard representations from applicants and/or objectors in respect of the applications submitted. This was limited to three minutes for each speaker.

 

Prior to the Committee meeting, a site visit took place in respect of planning application 64128.

 

Delegated decisions:

 

1.           That the Committee Approve the following applications in       accordance with the reasons put forward by the Head of Development Management in the report and supplementary information submitted          and subject to the conditions included:-

 

63917 Site of former British Legion Club, 50 Water Street, Radcliffe – Radcliffe East Ward

Demolition of existing buildings and erection of block of 19 no. apartments with associated external works, landscaping and car parking

 

64128  Site of Andrew Textile Industries Ltd, Walshaw Road, Bury – Bury West – Elton Ward

Outline application for demolition of all existing buildings and erection of up to 108 no. dwellings with new vehicle and pedestrian access, landscaping and associated works and details of access (matters of layout, scale, appearance and landscaping are reserved)

 

Note: The decision to Approve with Conditions the application is subject to an amendment to Condition 18, to read as follows:-

 

Condition 18:  As part of the reserved matters application, a scheme to improve Bridleway No. 143, Bury, shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall include:

 

·                    The removal of vegetation and debris build up at the edges to the     path;

 

·                    The re-surfacing of the section of the Bridleway from Moreton Drive   to the adopted highway at Leigh Lane (Currently, there is 60 metre       bitmac surface and the remainder is crushed stone)

 

The approved works shall be completed in accordance with a timetable to be agreed with the Local Planning Authority.

 

Reason. No details were submitted and to ensure good highway design in the interests of highway safety and to maintain the integrity of the adjacent Public Right of Way pursuant to Policy RT3/4 - Recreational Routes of the Bury Unitary Development Plan.

A report from the Head of Development Management on all delegated planning decisions since the last meeting of the Planning Control Committee.

Minutes:

A report from the Head of Development Management was submitted listing all recent Planning application decisions made by Officers using delegated powers.  Councillor Hayes asked for further clarification in relation to the delegated decision in respect of planning application 64145, The Grant Arms, 11 Market Place, Ramsbottom. The proposal included the removal of condition 7 to allow the removal of the horizontal sign on the frontage of the building, contrary to a decision made by the Planning Control Committee at a previous meeting, to retain to sign.  Mr Marno explained that following discussions with the owner and the local heritage society, it was agreed that the current sign was modern and held no historical value. Other proposals have now been put forward to promote the history of the building which the two parties are currently working on.
