DECLARATIONS OF INTEREST

Members of the Council are requested to declare any interests which they have in any items or issues before the Council for determination.

 

Minutes:

                    1. Councillor Connolly declared a personal interest in any item which related to staffing as his partner is an employee of Bury Council.

 

                    2. Councillor Jones declared a personal interest in any item which related to staffing as his wife is an employee of Bury Council.

 

                    3. Councillor Bevan declared a personal interest in any item which related to staffing as his wife is an employee within a Bury School.

 

                    4. Councillor Mallon declared a personal interest in any item relation to staffing as his partner is an employee within a Bury High School.

 

                    5. Councillor Walton declared a disclosable pecuniary interest in Minute C.383, Question on the work of the Greater Manchester Pension Authority, and left the meeting during consideration of this item.

Minutes:

            A report of the Assistant Director – Legal and Democratic Services was submitted which sought amendments to the Council Constitution to reflect provisions which came into force on 6 August 2015 under the Openness of Local Government Bodies Regulations 2014.  Specifically, the Regulations state that whilst a meeting of a local authority is open to the public any person attending is permitted to report on the meeting, and should be afforded reasonable facilities for doing so.

 

            It was moved by Councillor Connolly and seconded by Councillor Shori and it was:-

 

              Resolved:

 

            That the Assistant Director – Legal and Democratic Services be delegated approval to amend the Council Constitution and Council Procedure Rules to reflect the provisions set out in the report

NOTICES OF MOTION

The following Notice of Motions have been received:- 

 

1. Waste Collection and Recycling

 

In view of the number of petitions and other forms of protest submitted by members of the general public  relating to the policy decision to collect the residual bins from domestic properties within Bury on a three weekly basis, this Council resolves to refer this decision back to the Cabinet Member for         reconsideration.

 

This Council recognises there are many other ways of collecting waste which will achieve the required level of recycling in Bury by 2016.

2. Fostering

 

This Council celebrates the achievements we have made, regarding the increase of in house foster carers, as we recognise that this brings better outcomes for our children and is more cost effective. Unfortunately, demand is still high and we need to use this council meeting to raise and discuss this issue and to ask this council as corporate parents to promote fostering within all avenues.  From this debate there will also be a full all members briefing. I urge this council to debate this motion in full, supporting the council in its endeavours.

        A motion had been received and set out in the Summons in the names of:-

            It was moved by Councillor Gunther and seconded by Councillor Gartside:
