(A) ANNUAL MEETING OF THE COUNCIL PART 1

 

1.       To elect the Mayor for the Municipal Year 2021/2022

 

2.       To elect a Deputy Mayor for the Municipal Year 2021/2022

 

 

 

Minutes:

ELECTION OF THE CHAIR

 

 

              1.To elect the Mayor for the Municipal Year 2021/2022

 

        Councillor Michael Powell moved that Councillor Tim Pickstone be elected to the office of Mayor of the Metropolitan Borough of Bury for the Municipal Year 2021/2022, with Mr Wayne Burrows as his consort.

 

        Councillor Hurst seconded the nomination.

 

        The Worshipful the Mayor, after calling for and not receiving any other nominations, declared the nomination carried and it was:-

 

        RESOLVED:

 

        That Councillor Tim Pickstone be duly elected Mayor of the Metropolitan Borough of Bury for the Municipal Year 2021/2022, with Mr Wayne Burrows as his consort.

 

        The newly-elected Mayor, made and signed the Declaration required by the Local Government Act 1972 and thanked the Council for the honour conferred on in electing him Mayor of the Metropolitan Borough of Bury.

       

        2. To elect a Deputy Mayor for the Municipal Year 2021/2022

 

        Councillor Tamoor Tariq moved that Councillor Shaheena Haroon be elected to the office of Deputy Mayor of the Metropolitan Borough of Bury for the Municipal Year 2021/2022, with Mr Raja Haroon Khan as her consort.

 

        Councillor Mason seconded the nomination.

 

        The Worshipful the Mayor, after calling for and not receiving any other nominations, declared the nomination carried and it was:-

 

        RESOLVED:

 

        That Councillor Shaheena Haroon be duly elected as Deputy Mayor of the Metropolitan Borough of Bury for the Municipal Year 2021/2022, with Mr Raja Haroon Khan as her consort.

 

        The newly-elected Deputy Mayor, made and signed the Declaration required by the Local Government Act 1972 and thanked the Council for the honour conferred on her in electing her Deputy Mayor of the Metropolitan Borough of Bury.

DECLARATIONS OF INTEREST

Members of the Council are requested to declare any interests which they have in any items or issues before the Council for determination.

Minutes:

The following declarations of interest were made at the meeting in relation

to items on the agenda:

 

1.     Councillor A Quinn declared a personal interest in all matters under consideration as both his son and daughter-in law, work for the NHS, he is a member of the Trade Union, Unite and the Downs Syndrome Association.

2.     Councillor D Quinn declared a personal interest in all matters under consideration as an employee of the Citizens Advice Bureau and a member of the GMB Trade Union

3.     Councillor T Pilkington declared a personal interest in all matters under consideration as an employee of the Manchester Foundation Trust.

4.     Councillor S Walmsley declared a personal interest in all matters under consideration as a Member of Communications Works Union as well as a Member of the National Union of Students.

5.     Councillor C Walsh declared a personal interest in all matters under consideration as an employee of Holy Cross College.

6.     Councillor A Simpson declared a personal interest in all matters under consideration as both her and her son are employed by the NHS.

7.     Councillor S. Wright declared a personal interest in all matters under consideration as his wife works for a school in the Borough.

MAYORAL COMMUNICATIONS AND ANNOUNCEMENTS

To receive communications from the Mayor and any announcements by the Leader of the Council or the Chief Executive on matters of interest to the Council.

Minutes:

The Mayor thanked everybody for their attendance at this in person Annual Council Meeting and paid tribute to all those Councillors that have stood down or lost their seats.  A minutes silence was observed following the passing of HRH the Duke of Edinburgh.

Minutes:

The Leader moved, and Councillor Tariq seconded, that the report on the Annual Appointments for the 2021/22 Municipal Year be approved and adopted, and On being put, with 48 voting for, 0 against after a short adjournment it was:

 

RESOLVED:

 

1.     That the Strong Leader arrangements adopted by the Council in 2011/12, with a reduction in the Cabinet to 8 Members be confirmed for 2021/2022.

2.     That the appointments of the Political Groups’ Leaders and Deputy Leaders as set out in Appendix A to this report be received.

3.     That the appointment of the Cabinet Members, Deputy Cabinet Members and spokespersons for the 2021/2022 Municipal Year, as set out in Appendix B to this report be noted.

4.     That the appointment of the Regulatory Committees, Overview and Scrutiny Committees and other bodies covered by the Political Balance Rules, including the appointment of Chairs, where stated, for the 2021/2022 Municipal Year, as set out in Appendix C to this report, be approved.

5.     That the appointment of other bodies not covered by or exempted from the Political Balance Rules, including the appointment of Chairs, where stated, for the 2021/2022 Municipal Year, as set out in Appendix D to the report, be approved.

6.     That the appointments to the Combined Authority and Greater Manchester Joint Authorities for the 2021/2022 Municipal Year, as set out in Appendix E to the report, be approved.

7.     That the appointments to the various other internal bodies, including the appointment of Chairs, where stated, for the 2021/2022 Municipal Year, set out in Appendix F to the report, be approved.

8.     That the appointments to outside bodies for the 2021/2022 Municipal Year as set out in Appendix G to the report, be approved.

9.     That the Members Allowance Scheme for 2021/2022 as agreed on 17th March 2021 and set out in Appendix H be noted.

10.    That the Chief Executive, in consultation with the Leaders of the political groups on the Council, be authorised to determine any appointments to bodies which remain to be filled and any changes in appointments or any new appointments to be made during the 2021/2022 Municipal Year and that any such appointments be reported to the Cabinet for information.

11.    That the Monitoring Officer be authorised to make consequential changes to  the Constitution as a result of any changes to Cabinet Portfolios

C. 25

(B) ANNUAL MEETING OF THE COUNCIL PART 2 4pm

At the request of the Mayor, Part 2 of the Annual Meeting of the Council will be held on the above date at 4.00 pm in the Council Chamber, Town Hall, Bury. Due to reduced capacity and the requirement for social distancing, a limited number of Members will attend, for which separate invites have been issued.
