INTRODUCTIONS

All those present will introduce themselves. The adults present will explain what they do within the Council.

The Chair welcomed all those present to the meeting and asked that everybody introduce themselves.

That with the inclusion of Emily Kay being recorded as being in attendance, the Minutes of the last Meeting held on 11 February 2014 be approved as a correct record.

MATTERS ARISING

Any Matters Arising that are not covered by any item on this agenda can be reported.

Minutes:

Heather referred to YC.4 and the Youth Markets and reported that there had been a number of planning meetings and the training had gone ahead as scheduled with 20 young people attending.

 

The event would be held on 28 June 2014 at the Fusiliers’ Museum and Heather also reported that the most successful trader would win a free stall on Bury Market for 1 day.

CIRCLES OF INFLUENCE

Group work – Tom will explain at the Meeting

Minutes:

Tom Sharman explained that the Circles of Influence event was held every year and brought young people together with representatives from different sectors, agencies and services to allow discussions on services for young people in Bury.

 

Those present were asked to split into groups and come up with ideas for discussions to be held at the event.

 

The following issues were suggested:-

 

Safety & Young People

 

·         Hate Crime

·         Psychological abuse

·         Bullying

·         Road safety

·         Safety in school – weapons etc

·         Homophobia/racism

 

Education

 

·         Grading boundaries

·         Sex education and relationships

·         University fees

·         Timings of lessons at school – not enough time to each lunch

·         Abuse by teachers

 

Health

 

·         Self harm

·         Mental Health

·         Eating disorders

·         Alcohol and drugs

 

Places to go

 

·         Lack of youth activities

·         Teenage friendly gyms

 

Transport

 

·         Changes to the Interchange drop off points – can no longer wait by the doors – have to stand at the end of the car park entrance.

·         Price of transport

·         Bus times – buses not sticking to them

·         Traffic

 

It was reported that the Circles of Influence would be taking place on Friday 27 June 9am to 3pm at Radcliffe Civic Suite. Invitations for youth representatives would be sent through all of the borough’s high schools.

 

It was agreed:

 

That the suggested topic areas would be incorporated into the day.

HEALTH UPDATE

A report will be given at the Meeting

Minutes:

India explained that herself, Emily and Rhiannon had met with representatives from the CCG (Clinical Commissioning Group) to discuss how they can engage with young people about health issues and what ideas young people have about improvements and the services provided.

 

The discussions had included the following topics:-

 

·         A one stop shop for young people where they could receive advice on all health issues including sexual health, mental health, self harm, stress.

·         GP opening times

 

Those present split into groups to discuss other suggestions that could be put forward and the following points were raised:-

 

·         Text for an appointment option.

·         Feedback on the Radcliffe Demonstrator (weekend and evening opening).

·         Changes to services explained and how these will affect young people in Bury.

·         Provide youth friendly information on issues like hop how to complain about your GP or haw to change.

·         Feedback facility to rate the service received.

 

It was agreed:

 

That the discussion feedback would be forwarded onto the CCG.

THE BIG DEBATE

Those present will be asked to take part in a debate.

 

The topic for discussion is:-

 

Should the legal age at which you are allowed to drink alcohol be lowered?

Minutes:

All of the young people present were asked to decide whether the legal age to purchase alcohol should be lowered to 16.

 

A debate then took place with a vote at the end and the majority agreed that the age at which a person can but alcohol should not be lowered.

 

It was agreed:

 

That the debate at the next Youth Cabinet would be around the issue of abortion.

ELECTION OF THE NEW CHAIR OF YOUTH CABINET

Young people are asked to decide whether they would like to become Chair of the Youth Cabinet for the 2014/2015 Municipal Year.

Minutes:

Tom Sharman explained what the role of Youth Cabinet Chair was and asked all those interested in standing to give a quick speech.

 

5 candidates came forward and a vote was held of all those present.

 

It was agreed:

 

That Anna Louise Howarth be confirmed as the new Chair of the Youth Cabinet.

OTHER INFORMATION

Minutes:

It was reported that there was currently a promotion being held to encourage people to register on the electoral roll. Key103 were due to bring their bus to Kay Gardens to give out leaflets. Members of the Youth Cabinet were invited to go along and help out with the promotion if they wanted to.

 

It was explained that a mock Council meeting had been arranged to be held on 5 June. If any Members of the Youth Cabinet wanted to attend they should contact Democratic Services.

 

Members of the Youth Cabinet asked that their thanks to Tom Sharman for his hard work as Chair of the Cabinet be recorded.
