The COVID Provider Offers for Care at Home, Care Homes and Supported Living, all of which are to end 30th June have been reviewed and given the changes in guidance and lockdown restrictions, recommendation is to pare them back to extend to end of July.

For the Council to approve an application and for Legal Services to progress accordingly, consent to oversail the highway under Section 178 of the Highways Act 1980.

The works comprise the maintenance of all existing road markings and the provision of new as requested by the client on behalf of various Council Departments and members of the general public.

Following a compliant procurement process it is recommended that the Council direct award via the G-Cloud (CCS) framework to Concerto on a 3+1+1 contract. To enhance the Councils ability to deliver FM, additional modules would be purchased: Helpdesk, PPM, and Project Management. This would become the Council’s Asset Management Solution for all built assets.

Approval to the temporary one way working under Section 14(2) of the Road Traffic Regulation Act 1984, of Fox Street, Bury (in a westerly direction from Walmersley Road to Moor Street) from Monday 20 July 2020 for a period of 5 days to facilitate a Hiab and Cherry Picker for removal of screen (anticipated duration 5 days). The diversion route is via Moor Street and Buckley Street.

Following evaluation of the submitted quotations for HRA Patching on Radcliffe Moor Road, it is recommended that the lowest quotation of £32,890.00, submitted by J. Hopkins (Contractors) Ltd of Monde Trading Estate, Westinghouse Road, Trafford Park M17 1LP is accepted as providing best overall value to the authority.

In July 2019, the Council approved a notice of motion to declare a ‘climate emergency’, Bury to be carbon neutral by 2030, and to make immediate policy changes to achieve the targets. The Climate Change Emergency has strong demand from residents to be achieved. The Operations Department shall be the driver of this cross cutting Council programme, and every departmental Head of Service will take a lead in their area on making carbon reduction improvements, and achieving environmental savings from property rationalisation, energy efficiency, and fuel efficiency and by implementing a programme of environmental improvements. The Council will have to achieve increased levels of compliance across their buildings, introduce carbon reduction programmes to assist in achieving the carbon neutral targets, ensure savings targets for their services are met, and develop cross service working initiatives.

Further to the decision of the virtual Traffic Management Unit (item 3 (b) 28th July 2020) to approve for advertising the proposals to introduce 4 new Toucan crossings at various locations in the East ward of Bury. Additionally, it is proposed to advertise the introduction of one replacement Toucan crossing on B6621 Wash Lane near Pine Street South, removal of an existing Pelican crossing on B6221 Wash Lane near Pine Street South and the introduction of a shared use crossing on Willow Street near Poplar Avenue.

The Council’s budget resolution included the establishment of a Care Leaver Fund. Funding of £100k over a 2 year period was made available and officers were tasked with developing a scheme for allocating the funding. The Care Leaver Fund will be allocated based on need and this will be monitored by the Friends of Bury Care Experienced Young People constituted group.

The SCANNER annual highway condition survey is carried out in order to plan maintenance of the classified highway network and also to provide national indicator and depreciation accounting information. The Contract is procured by Salford Urban Vision on behalf of all Greater Manchester Councils. We will employ the accepted contractor – Ginger Lehmann to conduct our annual surveys at the following cost:

To approve for advertising the proposals to introduce 2 new ‘pop-up’ Toucan crossings on the A56 Bury new Road near Sedgley Park Road & St Marys Road respectively. Additionally, approval is sought for a possible additional ‘pop-up’ Puffin crossing on the A56 Bury New Road south of the junction of Park View Road. No Traffic Management Unit minutes provided due to the timescales and fast track nature of this initiative.

Following an evaluation of the options in relation to the purchase of a tractor mounted verti-drainer and a tractor mounted side arm flail, it is recommended that this new equipment will be procured using an OJEU compliant framework the TPPL (The Procurement Partnership Ltd).

To reintroduce car parking enforcement (NOT charging). Necessary to address complaints of inconsiderate parking and to maintain highway safety. Enforcement will principally take place on-street (yellow lines etc.) and in residents parking zones. The first two weeks will be a “soft start” whereby warning notices will be issued rather than Penalty Charge Notices. See attached infographic.

The service was closed to the public on the 23rd March. We are continuing to provide our online offer to customers and developing new ways to access the service. 24 Libraries & Archives staff are currently working on the Community Hubs (the service has 33 members of staff with the vast majority employed on a part time basis).
The Government has indicated that that Councils will be allowed to open Libraries from the 4th July subject to local decision.

Approval to the temporary closure under Section 14(1) of the Road Traffic Regulation Act 1984, of Public Footpath 3 St Marys, Radcliffe between York Street and Bury Road from Monday 06 July 2020 for a period of 6 months to enable ground remediation works and construction of an emergency access (anticipated duration of works is 3 months). • Decision – Extension of all current hackney carriage and private hire licensed vehicle licences by 3 months for all licences due for renewal between 1/7/20 and 31/3/21 and
• To move forward by 3 months the scheduled 6 monthly interim tests for vehicles who were inspected in January, February and March prior to the COVID 19 pandemic
