Bury is putting plans in place for huge transformational change.

With a new Executive Team now in place, working across the Council and the CCG, we have taken the opportunity to put some of the building blocks in place by developing a strategy for Bury that commits both organisations, working with partners and the community, to a decade for reform; a bold ambition to tackle deprivation and improve growth through a programme of work that covers people; places; ideas; infrastructure and the business environment

The Council is facing a significant financial challenge and has set an ambitious target of driving out £5m over the next 2 financial years through transformation. It is recognised that the Council does not have the necessary skills and capacity to take this forward and is therefore looking to procure a transformation partner to provide support and insight on what can be achieved. This is considered to be an essential component of the Council’s approach to the financial strategy and is set out in the report to cabinet of 24 November 2020.

Following decision by the CMT, the request is to:

Agree to the tendering of the SENDIASS service using the CHEST portal and in compliance with the Councils’ procurement procedures.

Agree to the extension of the IASS Service contract with Barnardos for a one month period. 1st April – 30th April 2021.

The government has made available additional grant funding to Local Authorities to support Covid Marshals in light of the continuing Covid pandemic. For Bury, an allocation of £103,897 has been received. A decision is needed on how the funding will be utilised, so that the service delivery can be implemented.

Approval of 12 temporary Directional Signs on street lighting columns and poles. To be sited at various points around Prestwich.

Temporary closure under Section 14(2) of the Road Traffic Regulation Act 1984, of Bond Street between Rochdale Road and Croft Street from Monday 09 November 2020 for a period of 21 days to facilitate repairs to a water leak (anticipated duration one week). The diversion route is via Wash Lane, Derby Way and Rochdale Road and vice versa.

Proposed implementation on site of 3 new Toucan Crossings ( one a segregated shared use Toucan ) in the East Ward of Bury. The proposed Toucan crossings are proposed to be introduced on B6221 Wash Lane opposite Pine Street South, B6219 Parsonage Street opposite Cedar Street & A58 Rochdale Road opposite Pine Street South. Additionally, it is proposed to remove an existing Pelican crossing from the B6221 Wash Lane which is adjacent to where a segregated shared use Toucan crossing is scheduled to be introduced on this road. The proposed introduction of the three new Toucan crossings forms part of Transport for Greater Manchester’s MCF Beelines Tranche 6 bid. The initiative is being promoted by Transport for Greater Manchester to enhance existing recognised cycle and walking routes in the borough and to develop new routes.

Two new sources of Government funding have recently become available:
o Public Sector Decarbonisation Fund – for capital schemes to decarbonise the public estate.
o Low Carbon Skills Fund - supports the above funding to provide specialist and expert advice to carry out feasibility studies to identify and develop energy efficiency and low carbon heat upgrade projects and prepare robust and effective grant applications.

Decision requested to extend temporary post of Early Years Quality Officer, in order to continue with the development of speech, language and communication work. Additional grant funding has been provided to support salary costs.

A commission to improve people's skills, job prospects and help businesses was launched in Bury in 2016. The Bury Life Chances Commission aims to ensure that schools, colleges and companies work together so that young people of all abilities can maximise their potential and employment opportunities. Of key concern is the perceived difficulty in recruiting young people with the skills, attitude and work readiness attributes that employers need. Whilst the local business base have expressed their concerns they have also expressed a desire to support education providers to understand their skills needs.

Further to the recommendation of the Traffic Management Unit (minute number 4213), proposal for the introduction of No Waiting at Any time restrictions on Back Brierley Street South, Bury. The restrictions are proposed in order to alleviate access and obstruction problems.

Approval is needed for TfGM to seek authorisation from the Secretary of State to use traffic signs not detailed in the Traffic Signs Manual that will be needed on the highway to support the implementation of the GM CAZ.
