At its meeting on 18 March 2020, the Council received a report to enable it to adopt a revised scheme of officer delegations that reflect the recent revisions to the responsibilities of the Chief Officers, following the organisational re-structure of the Council.
The Council resolved to approve the recommendations in the report that:
1) the Officer Delegations set out in Part 3 of the Council's Constitution be amended in line with Appendix A attached to this report and be adopted with immediate effect.
2) Any consequential amendments as a result of Appendix A be made to the Constitution
3) That authority be delegated to the Chief Executive and Assistant Director – Legal and Democratic Services to make any further amendments to the scheme that are consequential on the current allocation of service responsibilities being revised.

Pursuant to recommendation 3, the Chief Executive and Assistant Director – Legal and Democratic Services are asked to add Trading Standards to delegations to the Executive Director of Operations, to reflect the arrangements that have been in place since recruitment to that post.

Operational Decision 088 dated 24th March 2020 approved reduced service provision across Streetscene, including partially standing down Grounds Maintenance works, in response the government guidance on the Covid-19 national lockdown.

Radcliffe Town Centre has recently benefited from public realm improvement works. These improvements included the installation of several landscaping features, which contain free standing barrel planters.

This type of planter requires regular watering, particularly during dry periods. For the duration of the lockdown these features have not been watered and as a result are showing signs of decline.

In order to try and reinvigorate the planting it is proposed to commence watering the barrel features throughout Radcliffe Town Centre.

This work will be carried out using existing staff already engaged in grounds maintenance works and will not have any impact on other priority service delivery.

Following an evaluation of the options in relation to the replacement and procurement of a number of new Refuse Collection Vehicles to replace existing unfit for purpose vehicles within the Council’s fleet, it is recommended that the new vehicles will be procured using an OJEU compliant framework the TPPL (The Procurement Partnership Ltd).

It is also recommended that following an evaluation of the framework that the contract for the 12 replacement vehicles is awarded to:

as it has been demonstrated that they offer the Council the best value option.
