Following approval at Cabinet The Procurement Hub major contracts developer Willmott Dixon chosen to progress with the First Phase Sites. Expenditure against pre service contract agreement to be monitored by Director of Housing in conjunction with the Section 151 officer.

Permission to approve an Extraordinary Fund for Bury Care Homes to apply for
re-imbursement to Providers of “extraordinary expenditure“ during the Coronavirus pandemic. Extraordinary expenditure is defined as:
i) not being included in instances defined elsewhere eg for PPE, staffing etc; and
ii) with an underlying rationale of support where: inflated costs have been incurred, to ensure safe operations of services, related to COVID 19.

Approval to the temporary closure under Section 14(1) of the Road Traffic Regulation Act 1984, Moyse Avenue, Bury, works commencing on 20/07/20 for a period of 3 months (anticipated duration of works – 4 weeks). The closure is in place to enable highway resurfacing treatment works to take place. Diversion route is not applicable, access will be available for residents in an evening and early morning.

At its meeting on 18 March 2020, the Council received a report to enable it to adopt a revised scheme of officer delegations that reflect the recent revisions to the responsibilities of the Chief Officers, following the organisational re-structure of the Council.
The Council resolved to approve the recommendations in the report that:
1) the Officer Delegations set out in Part 3 of the Council's Constitution be amended in line with Appendix A attached to this report and be adopted with immediate effect.
2) Any consequential amendments as a result of Appendix A be made to the Constitution
3) That authority be delegated to the Chief Executive and Assistant Director – Legal and Democratic Services to make any further amendments to the scheme that are consequential on the current allocation of service responsibilities being revised.

Pursuant to recommendation 3, the Chief Executive and Assistant Director – Legal and Democratic Services are asked to add Trading Standards to delegations to the Executive Director of Operations, to reflect the arrangements that have been in place since recruitment to that post.

The Public Health Funerals Policy details the process, procedure and resources that the Council will follow to meet its statutory obligations under section 46 of the Public Health (Control of Diseases) Act 1984.

The Policy document takes account of and makes reference where appropriate to additional considerations during the coronavirus covid19 pandemic.

Approval to formally advertise the construction of some new speed bumps on Baron Street in Bury.

Approval to construct a new zebra crossing and revised waiting restrictions on Bridge Road in Bury.

Operational Decision 088 dated 24th March 2020 approved reduced service provision across Streetscene, including partially standing down Grounds Maintenance works, in response the government guidance on the Covid-19 national lockdown.

Radcliffe Town Centre has recently benefited from public realm improvement works. These improvements included the installation of several landscaping features, which contain free standing barrel planters.

This type of planter requires regular watering, particularly during dry periods. For the duration of the lockdown these features have not been watered and as a result are showing signs of decline.

In order to try and reinvigorate the planting it is proposed to commence watering the barrel features throughout Radcliffe Town Centre.

This work will be carried out using existing staff already engaged in grounds maintenance works and will not have any impact on other priority service delivery.

Local diversions will be managed on site by contractor where applicable.

Award of Contract for Asbestos removal to Town Hall roof space and risers. This is urgently required to enable health and safety works to continue.

Following an evaluation of the options in relation to the replacement and procurement of a number of new Refuse Collection Vehicles to replace existing unfit for purpose vehicles within the Council’s fleet, it is recommended that the new vehicles will be procured using an OJEU compliant framework the TPPL (The Procurement Partnership Ltd).

It is also recommended that following an evaluation of the framework that the contract for the 12 replacement vehicles is awarded to:

as it has been demonstrated that they offer the Council the best value option.

Current Authorisations for licensing officers have now expired and new ones have to be issued.

Diversions will be managed on site by the contractor.

Approval to the temporary closure under Section 14(1) of the Road Traffic Regulation Act 1984, of various side roads (see attached pro-forma) in the Salisbury Road area, Radcliffe from Monday 20 July 2020 for a period of 3 months to facilitate surface dressing works (anticipated duration 9 weeks). Diversions will be managed on site by the contractor.

Approval to the temporary closure under Section 14(1) of the Road Traffic Regulation Act 1984, of various side roads (see attached pro-forma) in the Bradley Fold Road area, Radcliffe and Bradley Fold Road between Church Street and Bury New Road and between Bury New Road and Radcliffe Moor Road from Monday 20 July 2020 for a period of 3 months to facilitate surface dressing works (anticipated duration 9 weeks). Diversions will be managed on site by the contractor.

In line with the attached report, to the Council is to restart all its planned highway, street lighting and other highway improvement related programmes that are currently delivered by external contractors. These were wound down at the beginning of the lockdown period.

Operational Decision 088 dated 24th March 2020 approved reduced service provision across Streetscene in response the government guidance on the Covid-19 national lockdown.

The government is now encouraging resumption of work from 13th May 2020 in many sectors including construction and those predominantly undertaken in the outdoor environment.

In response to the latest guidance, services across Streetscene currently either scaled back or stood down are to be resumed subject to risk assessments and in a phased and planned manner, the following being Phase 1 in the attached form.

Managers have reviewed the current working of all staff to determine following the relaxation of the lockdown rules, which staff may work in the office and under which circumstances. This will be reviewed in 3 months’ time.

It is the expectation that ALL staff will continue to work at home with the following exceptions detailed in the attached form.

An opportunity inviting qualified ‘Economic Operators’ to Tender for: The Provision of Security Services, was placed on the procurement portal ‘The Chest’ in accordance with Contract Procedure Rule 4.1.

The contract period is from: 1st May 2020 to 30th April 2022. With an option to extend for a further 2 years on an annual basis

Approval to the temporary closure under Section 14(1) of the Road Traffic Regulation Act 1984, of Kenilworth Avenue, Whitefield between Bury Old Road and Carisbrook Avenue from Monday 03 August 2020 for a period of 1 month to maintain overhead operations whilst works to Electricity Pylons are being carried out (anticipated duration 6 days). The diversion route is via Bury Old Road, Derby Road and Carisbrook Avenue and vice-versa.

Approval to the temporary closure under Section 14(1) of the Road Traffic Regulation Act 1984, of Thatch Leach Lane, Sandgate Road and Oak Lane, Whitefield from Monday 15 June 2020 for a period of 12 months to facilitate carriageway resurfacing (anticipated duration:- 4 weeks at each location between 9am and 3pm). Local diversions will be introduced as and when required.

Approval to the temporary closure under Section 14(2) of the Road Traffic Regulation Act 1984, of Scobell Street, Tottington from Watkins Place to Bury Road on 11/05/20 for a period of 21 days to enable the repair to a sewer collapse in the carriageway. The diversion route is via Bury Road, Sycamore Road and vice versa.

Approval to the temporary closure under Section 14(2) of the Road Traffic Regulation Act 1984, of Back Dumers Lane South, Radcliffe at its junction with Hassall Street on 11/05/20 for a period of 21 days to enable electrical connection works in the carriageway. The diversion route is via Hassall Street, Dumers Lane and vice versa.
