The training organisation (The Chamber of Commerce) have now supplied a virtual training
format which provides as much value as face to face delivery. The new method has also allowed
for more attendees. This has enabled the team to provide cross Directorate training for social
media handlers internally and also to associated stakeholders and partners. This will build upon
the relationships built during COVID and provide a much needed development resource.

The Town and Country Planning (Brownfield Land Register) Regulations 2017 require each
local planning authority in England to prepare, maintain and publish a register of
previously developed (brownfield) land suitable for housing and update it at least once a
year.

A commission to improve people's skills, job prospects and help businesses was launched in Bury in 2016. The Bury Life Chances Commission aims to ensure that schools, colleges and companies work together so that young people of all abilities can maximise their potential and employment opportunities. Of key concern is the perceived difficulty in recruiting young people with the skills, attitude and work readiness attributes that employers need. Whilst the local business base have expressed their concerns they have also expressed a desire to support education providers to understand their skills needs.

Approval for GMCA (acting by its officer, TfGM) to be authorised to award the contract for system/services for the Greater Manchester Clean Air Plan retrofit grant platform to Fluent Technology utilising the initial tranche of £36m of funding from Government to deliver the CAZ and other GM CAP measures.

L’Chaim foodbank has seen a significant increase in visits to the foodbank as a result of Covid. The foodbank has not accessed any support previously however is at a point where additional funding is required urgently in order to continue to provide a service.

Approval to the temporary closure under Section 14(2) of the Road Traffic Regulation Act 1984, of a sett paved section of Market Place, Ramsbottom from Monday 26 October 2020 for a period of 21 days to facilitate repairs to rectify a gas leak. The diversion route is via the remainder of Market Place.

Authorisations for the enforcement of Covid-19 related legislation are required for officers of Environmental Health, Trading Standards and Licensing sections of the Council.

To approve for advertising of an experimental order to introduce various prohibition of driving road closures in the Garside Hey Road area of Bury and also to include the construction of a ‘humped’ zebra crossing on this road. Once the experimental advertising process is complete approval is sought to implement the measures on site.

It is essential that the Council has a highly effective finance function. The role of the Finance service is ever more important in the context of increasing financial pressures on local authorities, the need to work more effectively with partners, ensuring that we have robust financial processes in place, and that our financial and control frameworks are visible and transparent. A recent review of the internal audit function identified some weaknesses in the current service and a development plan has been agreed in order to improve service provision across the council. Internal audit is a key component of the Council’s governance and assurance and it is essential that the service performs a high standard and in line with current requirements.

A tender process was undertaken under Lot 2 of the North East Procurement Organisation HGV & Specialist Vehicles Procurement Framework which is managed by The Procurement Partnership Ltd.

No objections were received following the advertisement of proposals for the extension of No Waiting at Any time restrictions on Clark’s Hill/Oakhurst Gardens, Prestwich, therefore the proposal is to be introduced as advertised. The restrictions are proposed in order to remove obstructive parking and assist traffic movements and refuse collections.

Taking into account the justification for the proposals for No Waiting at any time restrictions and the objection received to the proposal on Willow Road, to approve for implementation the proposal as advertised. The restrictions are proposed in order to assist delivery vehicles and facilitate turning movements at the junction.

No objections were received following the advertisement of proposals for the extension of No Waiting at Any time and No Loading Monday – Friday 7.30 – 9.30am, 4.00 – 6.30pm restrictions on Brookwater Close, Tottington, therefore the proposal is to be introduced as advertised. The restrictions are proposed in order to remove double parking and aid access to properties.

An opportunity for a Request for Quotation was placed on the procurement portal, The Chest in accordance with Contract Procedure Rule 4.1 with three organisations submitting bids by the required closing date. Following evaluation and scoring of the submitted tenders it is recommended that:

Following a compliant procurement process it is recommended that the Council Award a supply and install contract for 2 x Boilers at the Town Hall for a total projected costs £126,224. Formal sign off is now required to proceed to contract award.

Proposed upgrade of existing signalised junction at the intersection of the A665 Bury Old Road with Heywood Road in Prestwich to feature push button pedestrian facilities. The proposed introduction of these facilities forms part of the Beelines Tranche 1 initiative that is being promoted by Transport for Greater Manchester to provide enhanced walking and cycling facilities in the borough.

Approval to spend £220,356.55 from the allocated and approved Operations Capital Programme 2020/21 to contribute to phase 1 of Bury’s sustainable tennis development in partnership with the Lawn Tennis Association (LTA)

Also approval for the award of contract for the tennis court redevelopment and access control system for phase 1 at Hamilton Road Park, Openshaw Park, Nuttall Park, Bolton Road Park, Manchester Road Park and Whitehead Park for completion in 2020/21 as well as the remaining three elevations of fencing at St Mary’s Park.
