As Inclusion Service has lost a significant number of posts over the last few years, the remaining staff have had to take on additional responsibilities to ensure that the service can continue to operate as per the service’s regular custom and practice.

There were no objections to the proposals for the introduction of no waiting at
any time restrictions, therefore the decision is to approve the proposals as
advertised.

Taking into account the justification for the proposals and the objection received
to introduce no waiting at any time restrictions, to approve the proposal as
advertised.

Approval of the fee proposal from Atkins in the sum of £16,428 to continue with
full business case preparation for Tranche 1 & 5 schemes. The proposal is
included within this Operational Decision form attached.

Accept the tender in the sum of £95,039.88 submitted by Wilde Consultants Ltd, Brindley Lodge, Adcroft Street, Stockport, Cheshire, SK1 3HS. Scheme funded by GMCA. The professional services commission is for Metrolink station access ramp detailed design.

Authorisations for the enforcement of Covid-19 related legislation are required for officers of Environmental Health, Trading Standards and Licensing sections of the Council

Approval to formally advertise 2 flat road humps on Watling Street in Affetside
which are proposed to be introduced as part of Bury’s 2021/22 Road Safety
programme of works If no objections are received following the formal
advertisement process then the scheme will be implemented on site asap.

Approval to consult on a linear road safety scheme featuring various traffic
calming measures in the B6196 Church Street area of Ainsworth. The scheme is
proposed to be consulted on as part of Bury’s Road Safety programme of works
for 2021/22.

Approval to consult and to formally advertise a 20mph Zone and traffic calming
measures in the Albert Street area of Bury which is proposed to be introduced as
part of Bury’s 2021/22 Road Safety programme of works. If no objections are
received following the formal advertisement process then the scheme will be
recommended for construction asap.

Approval to consult on a new road safety scheme primarily feauring pedestrian
refuges on the A665 Radcliffe Moor Rd in Radcliffe. The scheme is proposed to be
consulted on as part of Bury’s Road Safety programme of works for 2021/22.

Temporary closure under Section 14(2) of the Road Traffic Regulation Act 1984,
of Walmersley Old Road from its junction with Bentley Lane for a distance of
50m in a northerly direction from 10/12/21 for a period of 21 days to facilitate
United Utilities mains and connection works. (anticipated duration 2 weeks).
There is no practicable alternative diversion route.

Temporary prohibition of right turn under Section 14(2) of the Road Traffic
Regulation Act 1984, from Hardman’s Road into Bury Old Road from Thursday
02/12/21 for a period of 21 days to facilitate gas investigation & repairs
(anticipated duration until 17 December 2021). The alternative route is via Bury
Old Road, Barn Street and Bury New Road.

The Market Hall lifts provide trader access to the basement for essential storage and prep areas. As the majority of these basement areas are utilised by some of the busier traders, especially in the food category, frequent visits are made throughout the trading day and when servicing stalls. Traders rely on the lifts to provide safe and efficient access to the basement, often to manoeuvre large quantities of goods using trolleys.

Taking into account the justification for the introduction of Bus Stop Clearways
at various bus stops and the comments received as detailed in the attached
report, to approve for implementation at the majority of the locations the
proposal for bus stop clearways - operational all days between the hours of 7am
and 11pm, as consulted on. The restrictions are proposed in order to improve
and maintain bus stop accessibility, in conjunction with footway improvement
works carried out by TfGM.

Temporary closure under Section 14(2) of the Road Traffic Regulation Act 1984,
of Back Railway Terrace, Summerseat, Bury (r/o Nos.6-18) from Tuesday
09/11/21 for a period of 21 days (anticipated duration 1 week) to repair a
leaking stop tap.
