1.1 In October/November 2020, Bury Council worked in partnership with the GMCA to submit an £8.5 million bid to the Government’s Public Sector Decarbonisation Fund. This bid was successful, and the Council were awarded 100% funding for carbon reduction measures at key Council owned buildings.

Quotations were invited via The Chest e-tendering portal in line with Contract Procedure Rules. Two companies responded, both didn’t complete the tender forms correctly, one company supplied no details on what equipment will be installed the other one supplied details on a separate quote. The decision has been based on best value and evidence of which units will be supplied. Funding for this is from the capital budget.

Approval to consult and to formally advertise a 20mph Zone featuring traffic
calming measures in the Colville Drive area of Bury which is proposed to be
introduced as part of Bury’s 2022/23 Road Safety programme of works. If no
significant objections are received following the formal advertisement process
then the scheme will be recommended for construction asap if the informal
consultation process is also positive.

Decision:

Approval to the temporary closure under Section 14(1) of the Road Traffic
Regulation Act 1984, of Milltown Street Footbridge (Public Footpath 8sm),
Radcliffe from 10 February 2022 for a period of 6 months due to the failure of the
bridge superstructure (superstructure partially removed). The diversion route is
via Rectory Lane, Church Street West, Church Street, Stand Lane and Milltown
Street and vice-versa. A temporary closure extension for a further 6 months is
likely to be required.
