Following a decision by Interim Executive Director, Communities and Wellbeing on 21st August 2019 to commission the evaluation of dementia community support services. An open request to quote was conducted on the North West Procurement Portal (The Chest) under Public Contract Regulations to which bids were received on 11th September 2019.

The New Local Government Network (NLGN) has worked with Councils for over 20 years, and the network is made up of the most forward-looking local authorities across the UK.

Being a member of the NLGN provides access to

Arrange facilitated sessions from NLGN’s senior team with staff or stakeholders 6. Connect with NLGN’s research team, using their expertise to gain access to data and findings 7. Speak at NLGN events and write articles on the NLGN blog –to raise the profile of Bury Council

The total cost of membership is £12,800. Budget is available through the Council’s corporate management subscriptions budget.

It is proposed that the Council continues to be a member of the New Local Government Network, reviewing this in 2021.

In response to the COVID-19 outbreak and lockdown, service provision was reduced across all service areas within Streetscene including Highways, Street Lighting, Grounds Maintenance and Pest Control.

From the date of this Operational Decision Streetscene will resume all activities across all service areas as outlined in briefing note “Resumption of Streetscene Service Delivery” dated 01/06/2020 (attached).

Approval to formally advertise the construction of some new speed bumps on Baron Street in Bury.

Approval to construct a new zebra crossing and revised waiting restrictions on Bridge Road in Bury.

In line with the attached government guidance on working outdoors, all Engineering Services staff can now undertake any and all site visits/inspections as and when required (as per done pre-lockdown). This will sometimes necessitate visiting Council offices to collect plans and records but this will also be done in accordance with all current government/Council guidelines issued to staff.

Operational Decision 088 dated 24th March 2020 approved reduced service provision across Streetscene, including partially standing down Grounds Maintenance works, in response the government guidance on the Covid-19 national lockdown.

Radcliffe Town Centre has recently benefited from public realm improvement works. These improvements included the installation of several landscaping features, which contain free standing barrel planters.

This type of planter requires regular watering, particularly during dry periods. For the duration of the lockdown these features have not been watered and as a result are showing signs of decline.

In order to try and reinvigorate the planting it is proposed to commence watering the barrel features throughout Radcliffe Town Centre.

This work will be carried out using existing staff already engaged in grounds maintenance works and will not have any impact on other priority service delivery.

Operational Decision 090 dated 24th March 2020 approved reduced service provision within Pest Control to Emergency/Essential works only, in response the government guidance on the Covid-19 national lockdown.

From the date of this operation decision the Pest Control team will resume all routine works including sewer baiting, insect treatments, dog fouling enforcement/signage, and new and existing routine private contract works.

A Covid 19 specific risk assessment and suitable control measures are in place for this type of work.

This work will not have any impact on other areas of priority service delivery.

Approval to the temporary closure under Section 14(1) of the Road Traffic Regulation Act 1984, of roads in the Alnwick Drive area, Bury from Monday 20 July 2020 for a period of 3 months to facilitate carriageway surface dressing works (anticipated duration of works approximately 4 weeks). Local diversions will be managed on site by contractor where applicable.

Approval to the temporary closure under Section 14(1) of the Road Traffic Regulation Act 1984, of roads in the Melton Drive area, Bury from Monday 20 July 2020 for a period of 3 months to facilitate carriageway surface dressing works (anticipated duration of works approximately 4 weeks). Local diversions will be managed on site by contractor where applicable.

Award of Contract for Asbestos removal to Town Hall roof space and risers. This is urgently required to enable health and safety works to continue.

All work carried out in accordance with appropriate risk assessment, method statements, plan of works, HSE notification and the latest COVID 19 Guidelines.

Following an evaluation of the options in relation to the replacement and procurement of a number of new Refuse Collection Vehicles to replace existing unfit for purpose vehicles within the Council’s fleet, it is recommended that the new vehicles will be procured using an OJEU compliant framework the TPPL (The Procurement Partnership Ltd).

It is also recommended that following an evaluation of the framework that the contract for the 12 replacement vehicles is awarded to:
