As part of the ongoing support for businesses in Radcliffe town centre and linked to the early
delivery phase of the Radcliffe Strategic Regeneration Framework, it is proposed that the Radcliffe
Christmas lights be installed in the Christmas period 2020. This will support high street businesses
by animating the town centre, helping to attract footfall and potential customers to Radcliffe
Retailers following the full reopening of businesses (anticipated early December) following closure
of non-essential retail in November.

The previous Op Dec recorded the decision to purchase two properties and add them to the HRA portfolio for
use as general let.
However, due to the Covid -19 pandemic, and the need to support rough sleepers, in line with the
Government’s Next Steps Accommodation Programme, (NSAP) the council is identifying suitable properties
that can be acquired specifically for this programme.

Agree to the extension of the IASS Service contract with Barnardos for a one month period. 1st April – 30th April 2021.

Temporary closure under Section 14(2) of the Road Traffic Regulation Act 1984, of Bond Street between Rochdale Road and Croft Street from Monday 09 November 2020 for a period of 21 days to facilitate repairs to a water leak (anticipated duration one week). The diversion route is via Wash Lane, Derby Way and Rochdale Road and vice versa.

Decision requested to extend temporary post of Early Years Quality Officer, in order to continue with the development of speech, language and communication work. Additional grant funding has been provided to support salary costs.

Further to the recommendation of the Traffic Management Unit (minute number 4213), proposal for the introduction of No Waiting at Any time restrictions on Back Brierley Street South, Bury. The restrictions are proposed in order to alleviate access and obstruction problems.

Approval is needed for TfGM to seek authorisation from the Secretary of State to use traffic signs not detailed in the Traffic Signs Manual that will be needed on the highway to support the implementation of the GM CAZ.

Proposals for the Library Service to continue to offer some of their services in light of the legislation issued in regard to the national lockdown from 5th November 2020.

In light of the announcement of a national lockdown from the 5th November 2020 the Library service is seeking permission to continue to provide some of its services as a continuation of services which has been provided since reopening in early October 2020. The proposals listed below outline the mitigations we intend to put in place meet the terms of The Health Protection (Coronavirus, Restrictions) (England) (No.4) Regulations 2020

From the 20th March 2020 the entire leisure industry was closed on the instructions of Central Government as a nationwide control measure in response to the Covid-19 pandemic.

On the 24th July 2020, as lockdown restrictions were eased, Bury Leisure re-opened its doors to the public.

Authorisations for the enforcement of Covid-19 related legislation are required for officers of Environmental Health, Trading Standards and Licensing sections of the Council.

Bury Council’s Adult Learning Service has received a grant of £19,000 with which to purchase a number of laptop computers suitable for student use and to facilitate delivery of remote video conference. The centre wishes to purchase the maximum number of laptop computers available for its budget.

Proposed implementation on site of 2 new Toucan Crossings ( one a segregated shared use Toucan crossing nr Hoyles Park ) on Bell Lane in the East Ward of Bury. The proposed Toucan crossings are proposed to be introduced on the B6222 Bell Lane opposite St Pauls Street and adjacent to Hoyles Park. The proposed introduction of the two crossings forms part of Transport for Greater Manchester’s MCF Beelines Tranche 6 bid. Additionally, it is proposed to remove an existing Pelican crossing on Bell Lane near Willow Street. This crossing will be replaced by the new segregated shared use Toucan crossing adjacent to Hoyles Park. The initiative is being promoted by Transport for Greater Manchester to enhance existing recognised cycle and walking routes in the borough and to develop new routes.

Approval for GMCA (acting by its officer, TfGM) to be authorised to award the contract for system/services for the Greater Manchester Clean Air Plan retrofit grant platform to Fluent Technology utilising the initial tranche of £36m of funding from Government to deliver the CAZ and other GM CAP measures.

Further to the recommendation of the Traffic Management Unit (Tuesday 29 September 2020) to approve for advertising the proposal to introduce no waiting at any time on Hollins Lane between numbers 123 and 131 to alleviate visibility and traffic flow obstruction problems

L’Chaim foodbank has seen a significant increase in visits to the foodbank as a result of Covid. The foodbank has not accessed any support previously however is at a point where additional funding is required urgently in order to continue to provide a service.
