Temporary closures and no waiting at any time restrictions under Section 16A of
the Road Traffic Regulation Act 1984, on various roads (see attached schedule
for full details) from 25 September 2021 for a period of 2 days to facilitate the
Ironman UK 70.3 Triathlon Event.

Temporary closure under Section 14(1) of the Road Traffic Regulation Act 1984,
of Watling St, Mile Lane, Greenhill Rd, Blackrod Dr, Bispham Cl, Fulwood Cl,
Tarleton Cl, Ribbleton Cl, Anderton Cl, Heapy Cl, Abbey Dr, Rivington Dr,

Temporary Closure under Section 14(1) of the Road Traffic Regulation Act 1984,
of the Footpath (non-definitive) on land at the Park & Ride facility at Whitefield
Metrolink Station from 23/08/21 for a period of 6 months to facilitate the car park
extension scheme. The diversion will be via Park Seventeen, Moss Lane and Bury
New Road and vice-versa.

Further to the recommendation of the Traffic Management Unit (Tuesday 30
March 2021, minute 4232) to approve for advertising the proposal to introduce
no waiting at any time restrictions on Beechwood Road and Park Road,
Prestwich to alleviate access and obstruction problems.

There were no objections to the proposals to introduce no waiting at any time
restrictions, therefore the proposal is to be introduced as advertised.

Taking into account the justification for the proposals and the objection received
to introduce no waiting at any time restrictions, to approve the proposal as
advertised. No objections have been forthcoming from Ward Councillors.

Approval of 6 temporary Direction Signs on street lighting columns. To be sited
at various points along A56 Bury New Road / Hilton Lane / Kersal Vale Road as
per attached map and signs schedule.

To approve for advertising the proposals to introduce 4 new Puffin Crossings and one ‘humped’ zebra crossing at various locations throughout Bury as part of TfGM’s SSSL initiative.

Establishment of an information stand.

Temporary closure under Section 14(2) of the Road Traffic Regulation Act 1984,
of Merton Street, from Woodhill Vale to the cul-de-sac end from 25 July 2021
for a period of 5 days to facilitate the holding of a street party (although the
anticipated duration of the event is 25/07/21 approx. 12 noon to 17.00hrs).

In order to deliver new heat pumps and solar panels at some of the buildings
in our Public Sector Decarbonisation Scheme we are seeking approval for
expenditure to cover Electricity North West Limited (ENWL) costs for the
necessary upgrading of the local grid electricity supplies.

On 26 May 2021 Cabinet agreed the roll out of an Agile Working Model for all Council staff from Stage 4 of the national roadmap out of lockdown. This report noted the development of an Agile Working Policy as a key action prior to go-live of this new model of working.

This policy has now been finalised and is provided for approval by the Chief Executive. In line with the Council’s constitution the Employment Panel has been consulted on the draft Policy and their views are reflected. (see below). The Council’s Trade Unions have also been consulted.

Further to the recommendation of the Traffic Management Unit (minute number – 4237) to approve for advertising the proposal for the introduction of No Waiting at Any time restrictions and part revocation of Waiting restriction. The Crescent/Mountfield/Brookfield/Deyne Avenue, Prestwich– ‘No Waiting at Any Time’ restrictions (junction protection).

Further to the recommendation of the Traffic Management Unit
(minute number 4234), proposal for the introduction of No Waiting at Any time
restrictions on the Cedar Fold Tottington. The restrictions are proposed in order
to alleviate junction access and obstruction problems.

Further to the recommendation of the Traffic Management Unit
(minute number 4233), proposal for the introduction of Bus Stop Clearways at
various bus stops, operational all days between the hours of 7am and 11pm.
Consultation is required but the proposed restrictions do not require a traffic
regulation order. The restrictions are proposed in order to improve and maintain
bus stop accessibility, in conjunction with footway improvement works carried
out by TfGM.

Taking into account the justification for the formalisation of No Waiting at any
time restrictions and the objection received to the proposal on Lily Hill Street,
Whitefield, to approve for implementation the proposal as advertised. The
restrictions are proposed in order to maintain visibility, traffic flows and assist
turning movements.
