18th March. During the period of closure we have provided online
resources and activities for a virtual audience, developing new
ways to access the service. The team have continued to work
remotely, contributing to the online and offer. We have continued
to work with The Hamilton Project on the delivery of Happy online,
which involved the development of a YouTube talent and working with
commissioned artists on the creation of online content in place of
the Happy Festival that was programmed 15-17 May, this has been
postponed until 21-23 May 2020. We have continued to work with our
Culture Champions remotely, they have been involved in writing a
blog for our Walker Project, contributed to the GMCA creative packs
and are now working towards helping the gallery to deliver online
activities. The team maintain contact with colleagues across the
sector through networks including Greater
Manchester museums Group, Greater Manchester Arts and NW Retail
Forum and locally through the Town of Culture Steering Group and
Bury Local Cultural Education Partnership.

vehicles (bin wagons) is aging and increasingly unreliable, with
the majority being more than 8 years old now. The original lease on
them has expired and so they are working beyond their original life

vehicles available every day in order to operate a full
service.

Legal Services to make the appropriate orders to secure the
diversion of a non-definitive footpath at Warth Fold, Bury. The
path (shown in the attached plan PRW/ND/WARTH/BURY/1) is located in
an area to be used for the construction of flood defences. It is
proposed that a bund will be created across the line of the path,
making access along the route very difficult with a gradient that
would create an obstruction to some potential users of the path.
The diversion removes the need to traverse the gradient.
The land for the existing and proposed diverted paths is owned by
St Modwen Development Ltd. and they have agreed with the
Environment Agency that works can take place on their land and that
the footpath can be diverted. Planning permission has been sought
for the flood defences (Planning No.65171) and a diversion will be
required to allow the development to take place, subject to
planning permission being granted. The existing path (A-B on the
plan) is unsurfaced and runs beside a high concrete fence, at the
base of the Metrolink embankment and is 250m in length. The
diversion (A-D-C-B) would maintain access to the area via a sloped
and more accessible route which passes through an open landscaped
area and is 330m in length. The bridge across the River Irwell
carries the Metrolink and has a pedestrian walkway beneath that
offers access to and from the existing and diversion routes. The
diverted route will be added to the Authority’s Public Rights
of Way Definitive Map and Statement.

an effective defence and continued access for the public on foot a
diversion of part of the footpath is required.
The land for the existing and proposed diverted section of path is
owned by St Modwen Development Ltd. and they have agreed with the
Environment Agency that works can take place on their land and that
part of the footpath can be diverted. Planning permission has been
sought for the flood defences (Planning No.65171) and a diversion
will be required to allow the development to take place, subject to
planning permission being granted.
The relevant section of path to be diverted is 105m in length (A-B
on the plan) and would be replaced by a diversion route of 140m
(A-C-B). The extra length of the diversion allows for the creation
of a 1:12 gradient footpath across the 3m high flood embankment.
The diversion offers potential enhancement to the use of the
footpath by providing a raised elevation and access to the top of
embankment.

responsibilities of the Chief Officers, following the
organisational re-structure of the Council.
The Council resolved to approve the recommendations in the report

1) the Officer Delegations set out in Part 3 of the Council's
Constitution be amended in line with Appendix A attached to this
report and be adopted with immediate effect.
2) Any consequential amendments as a result of Appendix A be made
to the Constitution
3) That authority be delegated to the Chief Executive and Assistant
Director – Legal and Democratic Services to make any further
amendments to the scheme that are consequential on the current
allocation of service responsibilities being revised.

Operations, to reflect the arrangements that have been in place
