Campbell Tickell have been asked to facilitate extra consultation workshops in relation to their contract for the provision of a Housing Needs and Demand Assessment and Subsequent Housing Strategy.

The authority requires a legal specialist firm to provide initial strategic legal advice on the setting up a local authority development company for housing construction purposes

The re-mobilisation of Wheels for All Bury following subsequent operational amendments to service delivery and provision aiming for the re-opening of inclusive cycling at Clarence Park and Bury Athletics Track in August 2020

The service was closed to the public on the 18th March. During the period of closure we have provided online resources and activities for a virtual audience, developing new ways to access the service. The team have continued to work remotely, contributing to the online and offer. We have continued to work with The Hamilton Project on the delivery of Happy online, which involved the development of a YouTube talent and working with commissioned artists on the creation of online content in place of the Happy Festival that was programmed 15-17 May, this has been postponed until 21-23 May 2020. We have continued to work with our Culture Champions remotely, they have been involved in writing a blog for our Walker Project, contributed to the GMCA creative packs and are now working towards helping the gallery to deliver online activities. The team maintain contact with colleagues across the sector through networks including Greater
Manchester museums Group, Greater Manchester Arts and NW Retail Forum and locally through the Town of Culture Steering Group and Bury Local Cultural Education Partnership.

The Council’s fleet of waste collection vehicles (bin wagons) is aging and increasingly unreliable, with the majority being more than 8 years old now. The original lease on them has expired and so they are working beyond their original life expectancy. Vehicle Workshops find it increasingly difficult to ensure that the Waste Management service has a sufficient number of vehicles available every day in order to operate a full service.

From the 20th March 2020 the entire leisure industry was closed on the instructions of Central Government as a nationwide control measure in response to the Covid-19 pandemic. It is now clear the earliest possible start of a phased re-opening will not begin until 6th July 2020.

The Council’s budget resolution included the establishment of a Care Leaver Fund. Funding of £100k over a 2 year period was made available and officers were tasked with developing a scheme for allocating the funding. The Care Leaver Fund will be allocated based on need and this will be monitored by the Friends of Bury Care Experienced Young People constituted group.

In order to assist in facilitating the safe reopening of businesses (particularly hospitality) following the lifting of COVID 19 lockdown restrictions.

The Contract is procured by Salford Urban Vision on behalf of all Greater Manchester Councils. We will employ the accepted contractor – PTS International to conduct our annual survey at the following costs:

The service was closed to the public on the 23rd March. We are continuing to provide our online offer to customers and developing new ways to access the service. 24 Libraries & Archives staff are currently working on the Community Hubs (the service has 33 members of staff with the vast majority employed on a part time basis).
The Government has indicated that that Councils will be allowed to open Libraries from the 4th July subject to local decision.

Approval to the temporary closure under Section 14(1) of the Road Traffic Regulation Act 1984, of Public Footpath 3 St Marys, Radcliffe between York Street and Bury Road from Monday 06 July 2020 for a period of 6 months to enable ground remediation works and construction of an emergency access (anticipated duration of works is 3 months). The diversion route is via York St, Hardys Gate Bridge, Dumers Ln, part of footpath 104BUR, Whitefield Rd, Keswick Dr, Kendal Dr & Bury Rd & vice versa.

• Decision – Extension of all current hackney carriage and private hire licensed vehicle licences by 3 months for all licences due for renewal between 1/7/20 and 31/3/21 and
• To move forward by 3 months the scheduled 6 monthly interim tests for vehicles who were inspected in January, February and March prior to the COVID 19 pandemic

Diversion route is via Bury Road, Booth Street and Rhode Street, access will be available for residents in an evening and early morning.

Approval to the temporary closure under Section 14(1) of the Road Traffic Regulation Act 1984, Old Lane and Lee Street, Bury, works commencing on 20/07/20 for a period of 3 months (anticipated duration of works – 4 weeks). The rolling closure is in place to enable highway surface dressing works to take place. Diversion route is via Mather Road, Mill Road, Walmersley Old Road and vice versa, access will be available for residents in an evening and early morning.

The rolling closure is in place to enable highway surface dressing treatment works to take place. Diversion route is via Scholes Street Bury New Road and vice versa, access will be available for residents in an evening and early morning.

The rolling closure is in place to enable highway surface dressing works to take place, locations will be closed as and when works take place. Diversion will be managed on site by contractor, access will be available for residents in an evening and early morning.

Approval to the temporary closure under Section 14(1) of the Road Traffic Regulation Act 1984, Moyse Avenue, Bury, works commencing on 20/07/20 for a period of 3 months (anticipated duration of works – 4 weeks). The closure is in place to enable highway resurfacing treatment works to take place. Diversion route is not applicable, access will be available for residents in an evening and early morning.

Proposed introduction of 2 new Toucan Crossing on the B6292 Ainsworth Road in Radcliffe near Greenbank Road & Hardman Street. The proposed introduction of the Toucan forms is one of the Growth Deal initiatives that is being promoted by Transport for Greater Manchester to enhance existing recognised cycle and walking routes in the borough.
Further to the decision of the Traffic Management Unit ( item 3a – 3rd December 2019 ) to approve for advertising the proposals to introduce 2 new Toucan crossings on the B6292 Ainsworth Road in Radcliffe.

Exempt Report

To accept the application and to instruct Legal Services to make the appropriate orders to secure the diversion of a non-definitive footpath at Warth Fold, Bury. The path (shown in the attached plan PRW/ND/WARTH/BURY/1) is located in an area to be used for the construction of flood defences. It is proposed that a bund will be created across the line of the path, making access along the route very difficult with a gradient that would create an obstruction to some potential users of the path. The diversion removes the need to traverse the gradient.
The land for the existing and proposed diverted paths is owned by St Modwen Development Ltd. and they have agreed with the Environment Agency that works can take place on their land and that the footpath can be diverted. Planning permission has been sought for the flood defences (Planning No.65171) and a diversion will be required to allow the development to take place, subject to planning permission being granted. The existing path (A-B on the plan) is unsurfaced and runs beside a high concrete fence, at the base of the Metrolink embankment and is 250m in length. The diversion (A-D-C-B) would maintain access to the area via a sloped and more accessible route which passes through an open landscaped area and is 330m in length. The bridge across the River Irwell carries the Metrolink and has a pedestrian walkway beneath that offers access to and from the existing and diversion routes. The diverted route will be added to the Authority’s Public Rights of Way Definitive Map and Statement.

To accept the application and to instruct Legal Services to make the appropriate orders to secure the diversion of part of Public Footpath Number 105, Bury. The path (shown in the attached plan PRW/105/BURY/1) is located in an area to be used for the construction of flood defences. In order to have an effective defence and continued access for the public on foot a diversion of part of the footpath is required.
The land for the existing and proposed diverted section of path is owned by St Modwen Development Ltd. and they have agreed with the Environment Agency that works can take place on their land and that part of the footpath can be diverted. Planning permission has been sought for the flood defences (Planning No.65171) and a diversion will be required to allow the development to take place, subject to planning permission being granted.
The relevant section of path to be diverted is 105m in length (A-B on the plan) and would be replaced by a diversion route of 140m (A-C-B). The extra length of the diversion allows for the creation of a 1:12 gradient footpath across the 3m high flood embankment. The diversion offers potential enhancement to the use of the footpath by providing a raised elevation and access to the top of embankment.

At its meeting on 18 March 2020, the Council received a report to enable it to adopt a revised scheme of officer delegations that reflect the recent revisions to the responsibilities of the Chief Officers, following the organisational re-structure of the Council.
The Council resolved to approve the recommendations in the report that:
1) the Officer Delegations set out in Part 3 of the Council's Constitution be amended in line with Appendix A attached to this report and be adopted with immediate effect.
2) Any consequential amendments as a result of Appendix A be made to the Constitution
3) That authority be delegated to the Chief Executive and Assistant Director – Legal and Democratic Services to make any further amendments to the scheme that are consequential on the current allocation of service responsibilities being revised.

Pursuant to recommendation 3, the Chief Executive and Assistant Director – Legal and Democratic Services are asked to add Trading Standards to delegations to the Executive Director of Operations, to reflect the arrangements that have been in place since recruitment to that post.
