The Radcliffe SRF was approved at Cabinet in September 2020.
At the same Cabinet, a proposal to extend the existing Deloitte contract was also approved, in order to gain momentum on the delivery of the SRF project and ensure activity around the key priorities.
The focus of Deloitte’s contract will be to provide a dedicated Programme Management Office with the role of developing business cases and creating an investment fund proposition.

The previous Op Dec recorded the decision to purchase two properties and add them to the HRA portfolio for use as general let.

However, due to the Covid -19 pandemic, and the need to support rough sleepers, in line with the Government’s Next Steps Accommodation Programme, (NSAP) the council is identifying suitable properties that can be acquired specifically for this programme.

The extension of an agency/locum childcare lawyers contract in the Social Care team within Legal Services, is requested from 31 December 2020 until 31 March 2021.

Due to a recent cabinet report submitted at November’s Cabinet meeting on the 24th November 2020, a proposal, as part of a wider report, included the option to close the civic venue service.

To agree to use the GMCA Framework Agreement for the Supply of Street Lighting Electrical Connection Services 2020 to 2024, which has been awarded to Altitude Services Limited, Hapton, Lancashire.

Temporary closure under Section 14(1) of the Road Traffic Regulation Act 1984, of Bolton Street, Bury, northerly side footway/cycleway between Crostons Road and the subway at the junction of Bolton Street and Peel Way from Monday 18/01/21 for a period of 3 months to facilitate electrical works (anticipated duration of works 4 weeks). The diversion route for pedestrians and dismounted cyclists is via Bolton Street, southerly side footway.

Winter service gritting for the 2020/21 season will be delivered through a 5 shift pattern rota, each shift consisting of 1 Supervisor/Driver and 3 Drivers. All of these positions require an appropriate HGV license.

To agree to extend the current contract with Jones Lighting Limited until the 31st of December 2020.

Consultancy, data migration and configuration support is required for the implementation of ContrOCC, the Council’s Adult Care Financial Management System.

Following decision by the CMT, the request is to:

Agree to the tendering of the SENDIASS service using the CHEST portal and in compliance with the Councils’ procurement procedures.

Agree to the extension of the IASS Service contract with Barnardos for a one month period. 1st April – 30th April 2021.

Temporary One Way working

Application for consent to oversail the highway under Section 178 of the Highways Act 1980.

Temporary closure under Section 14(1) of the Road Traffic Regulation Act 1984, of Lever St, Alma St, Meadowcroft and Westminster Ave from Monday 11/01/21 for a period of 6 months to facilitate carriageway resurfacing works (anticipated duration of works 2 months). Closures will only be implemented as and when required. Local diversions will be signed on site where applicable.

No objections were received to the proposal to introduce no waiting at any time restrictions on Rochdale Old Road, Bury (outside Nos. 413 – 415) therefore the proposal is to be introduced as advertised.

Temporary closure under Section 14(1) of the Road Traffic Regulation Act 1984, of Watling St, Tottington between nos 88 & 94 from Tuesday 12/01/21 for a period of 3 months to facilitate electrical connection works (anticipated duration of works 2 weeks). The diversion route is via Tottington Rd, Lee Gate, Bradshaw Rd & Turton Rd, Bolton & vice versa.

Authorisations for the enforcement of Covid-19 related legislation are required for officers of Environmental Health, Trading Standards and Licensing sections of the Council.

Chanuka is a Jewish holiday that falls in the wintertime. The Jewish Life Centre would like to erect and light a Chanuka Menorah Candle in celebration.

The Menorah (a 2 metre high Candelabra which holds small oil wicks in glass jars attached to a wooden frame) is to be placed in Radcliffe Piazza near The Bandstand.

There are no organised gatherings proposed in connection with this event. The Events Group and the Council’s Community Safety Manager have been consulted.

To approve for advertising a short stretch of NWAAT waiting restrictions on Back Manchester Road on the southerly side to help secure a clear path for the cycle route which is proposed to go down this road.

To approve an informal consultation with nearby properties regarding the proposals to upgrade the existing signalised junction at A56 Manchester Road and A58 Jubilee Way in Bury.

Approval to the temporary closure under Section 14(1) of the Road Traffic Regulation Act 1984, of Parsons Lane from Friday 29 January 2021 for a period of 1 month to facilitate telecoms works (anticipated duration:- 1 night between 8pm and 6am). Night time working hence no diversion applicable.
