C.011 MINUTES OF LAST MEETING
RESOLVED:

That the Minutes of the Meeting of the Council held on 9 April 2003 be confirmed as a correct record and signed by the Mayor.

C.015 ANNUAL APPOINTMENTS 2003/2004
It was moved by Councillor Byrne, seconded by Councillor Campbell and -

RESOLVED:

1. That the recommendations contained in the report by the Leader of the Council on Annual Appointments for the 2003/2004 Municipal Year, circulated at this meeting, together with the appointments set out in the appendices to these Minutes, be approved and adopted with the exception of Recommendation 6 relating to internal and outside bodies.

2. That the Chief Executive, in consultation with the Leaders of the three political groups on the Council, be authorised to determine appointments to other internal bodies and outside bodies referred to in Recommendation 6 in the report, appointments on bodies which remain to be filled and any changes in appointments to outside bodies during the 2003/2004 Municipal Year.

3. That, if necessary, the Council Constitution be amended to take into account 1 and 2 above.

C.016 ELECTION OF THE MAYOR 2003/2004
Councillor P J Nesbit supported by Councillor V D D'Albert nominated Councillor Wilfrid John Davison for election to the office of Mayor of the Metropolitan Borough of Bury for the Municipal Year 2003/2004.

The Worshipful the Mayor, after calling for and not receiving any other nominations, declared the nomination carried and it was:-

RESOLVED:

That Councillor Wilfrid John Davison be duly elected Mayor of the Metropolitan Borough of Bury for the Municipal Year 2003/2004.

The newly elected Mayor then occupied the Chair, made and signed the declaration required by the Local Government Act 1972 and thanked the Council for the honour conferred on him in electing him Mayor of the Metropolitan Borough of Bury.

C.017 APPOINTMENT OF DEPUTY MAYOR AND THANKS TO MAYOR AND MAYORESS
It was moved by Councillor M Connolly, seconded by Councillor R E Walker and -

RESOLVED:

1. That Councillor John Smith be appointed Deputy Mayor of the Metropolitan Borough of Bury for the Municipal Year 2003/2004.

2. That this Council hereby expresses its thanks to Councillor John Smith and Councillor Stella Smith for the diligent manner in which they had undertaken the duties of Mayor and Mayoress of the Metropolitan Borough of Bury during the Municipal Year now ending and places on record its appreciation of their devotion to and performance of the important duties attaching to their offices and that medallions be presented to Councillor John Smith and Councillor Stella Smith as tokens of appreciation of their services as Mayor and Mayoress.

The Worshipful the Mayor then presented medallions to Councillor John Smith and Councillor Stella Smith.

The newly elected Deputy Mayor then made and signed the declaration required by the Local Government Act 1972, thanked the Council for his appointment as Deputy Mayor and expressed the thanks of Councillor Stella Smith and himself for their year of office.

C.013(a ) Birth of former Councillor Gill Campbell's son

The Worshipful the Mayor informed the Council that former Councillor Gill Campbell had given birth to a son, Douglas. The congratulations of the Council had been conveyed to Gill and her partner, Matt, upon this happy event. Mother and Baby were doing well and making good progress.

b) Death of former Councillor Ernest Sewell

The Worshipful the Mayor was saddened to inform the Council of the recent death of former Councillor Ernest Sewell.

Mr Sewell had been a Member of this Council at the formation of the Metropolitan Borough in 1974 and served for many years. He had also been a Member of the former Whitefield Urban District Council and Chairman of that Council during the Municipal Year 1969 - 1970.

Mr Sewell had made an important contribution to the Local Government Service and was held in high regard.

All present stood in silence as mark of respect and in memory of Mr Ernest Sewell.
C.014The Leader of the Council made a Statement on the state of the Borough during 2002/2003 and looking forward to 2003/2004.

The Leader answered questions asked on the issues raised in the Statement by members of the public present, as follows:-

Five questions concerning the relationship between the Authority and voluntary sector care providers for the elderly, the level of fees payable to the private sector residential care homes for the elderly and the funding of places in care homes.

The Leader answered questions or comments from Members of the Council on the issues mentioned in the Statement as follows:-
