This report comes within the remit of Support
for Adult Social Care Providers Urgent Decision Form approved on
the 8th April 2020. The report sought approval to provide an offer
of support during the Covid-19 Pandemic which would ensure provider
sustainability and continue to support our most vulnerable adults.
The approval of the report allows for the block booking of 11 beds
at Gorsey Clough, paying the full cost of the beds as they are
vacant at the moment and using the beds for some of our most
vulnerable customers, those who are Covid -19 positive and have a
cognitive impairment. This will be funded through the Covid-19 NHS
award.
The provision of 11 isolation beds for people with a cognitive
impairment, or who require nursing care because they have complex
needs with an eye to a step up in provision for end of life/
palliative care in some of these beds if the demand does rise to a
significant peak which would invoke stage 3 of the end of life care
model. We would monitor the situation closely and if end of life
care is required we would support the home to access equipment and
supplies needed to do this.

As part of the response to Covid-19, the
Government produced guidance on shielding and protecting people
defined in medical grounds as extremely vulnerable, which involved
GPs identifying individuals that should receive additional
support.
This has evolved and the Government has identified all over 70s as
having an increased risk of severe illness from coronavirus
(COVID-19) regardless of whether they have underlying health
conditions or not.
In addition, through the GMCA, a ‘keeping well at home’
booklet has been produced for older people, in consultation with
the Ageing Hub. The GMCA are contributing towards the first 1500
printed copies of this booklet and Local Authorities can then order
additional copies.
It is intended to order 11,900 additional copies, at a cost of
£4315.49 and for these to be distributed at various places
including supermarkets, GP surgeries, and pharmacies. On request,
hard copies will also be posted out.
It is intended to write to residents over 70 outlining the support
that is available and to signpost them to the community hubs should
they need support with food deliveries, medicine collections, or
wanting to have a chat with someone. The total cost for print and
postage of the letters is circa £9300. The intention is to
use our current supplier Critiqom; the company we use to issue
council tax information. Procurement has confirmed that this
approach is acceptable to them and the current contract can be used
for this purpose.
The government has provided grant funding to support local
authorities and CCGs with the additional cost of the COVID crisis.
These costs will be met from the grant funding available.

Couples are required by law to give a notice
of marriage in the area where they live to allow them to get
married in any Register Office, Approved Premise or Non-Conformist
Church. A notice of marriage is only valid for 12 months from the
date the person gave their notice and therefore the marriage must
take place within that 12 month period. Both parties have to give a
notice and the statutory fee for this is £35.00 each.
On the 23rd March 2020 the Prime minister announced that all
marriage and civil partnerships were to be suspended until further
notice.
Bury Register Office have rearranged ceremonies to take place
within the Borough of Bury for later this year 2020 and also in to
next year 2021 but unfortunately this will mean that there will be
notices that were given, which will expire before the marriages
take place and therefore new notices will have to be given to allow
the postponed ceremonies to take place.
In addition to the ceremonies within the Borough of Bury couples
have also given their Notices for ceremonies outside the Borough of
Bury and they have also had to rearrange new dates with that
particular Register Office which will also require new notices to
be given for the new date. Some Councils have cancelled ceremonies
till the end of September 2020 forcing couples to rearrange to next
year.
All affected couples have completed the legal preliminaries and
have also paid the statutory fee to the Council previously.
After consulting with the other Register Offices in Greater
Manchester all Councils are waiving the new notice fee for anyone
affected by the pandemic this includes Manchester, Oldham,
Rochdale, Tameside, Trafford, Stockport, Wigan, Bolton and Salford.
It is also appears that most authorities within England and Wales
will adapt this approach.
At the time of writing the number of new notices that are required
to be given at Bury Register Office is 613.
This number may increase depending upon how long ceremonies are
suspended.
In terms of financial implications, although it would appear that
income next year will be lower as people have paid up front for the
cost of their ceremonies, we are capturing the financial risk of
loss of income now and will still be obtaining the fee for each of
the ceremonies we perform, this won’t be affected and by
waiving the notice fee, there would be no real cost implication to
the Council as this fee has already be paid.

Approval of proposed opening times and traffic
management arrangements as set out in the accompanying report
“Reopening of Household Waste Recycling Centres. Highway
Mitigation Measures.”
Currently, all Household Waste Recycling Centres are closed to the
public as a consequence of the COVID-19 outbreak and subsequent
lockdown.
Greater Manchester Combined Authority Leaders have decided that
some HWRCs in the GM region will reopen to the public and the
proposed site for Bury is Cemetery Road, Radcliffe.
The proposed opening date is Saturday, 02 May 2020 and the proposed
opening hours are 0900-1500 Mon-Fri and 0800-1800 Sat-Sun.
Whilst Suez will operate the HWRC, Traffic Management plans have
been drawn up by Council Engineers to protect the B6292 Ainsworth
Road and adjacent residential roads as well as to control the large
queues expected and will be installed and operated by a private
company.
Costs of the traffic management proposals are in the order of
£6,500 per week. These costs are to be met by GMCA.
The situation on site will be assessed on a rolling basis with the
opportunity of relaxing mitigation measures should pressures be
less than anticipated or strengthening them if required.

Bury Council appointed Cambridge Econometrics to research existing
intelligence, analysis and new intelligence and analysis to prepare
evidence based report/s that will inform strategy, policy
development and interventions for Bury Council and partner
organisations. The evidence will support the development of the
Bury Local Industrial Strategy/Economic Strategy and the
overarching Bury Strategy 2030.
A sound evidence base will support Bury Council to develop clearly
defined set of interventions and a delivery plan/s for taking
interventions forward. The evidence base will help inform our
response, through the Bury Strategy, to the five foundations set
out in the national Industrial Strategy (‘Ideas’,
‘People’, ‘Infrastructure’, ‘Business
Environment’ and ‘Places’) plus the four Grand
Challenges (AI and Data, Clean Growth, Future of Mobility and
Ageing Society).
This request is to allocate the required budget against the invoice
for this commissioned work.

Postpone Environmental Health Statutory
Nuisance Enforcement action and limit it to remote working
practices and informal resolution of complaints. This will reduce
unnecessary and avoidable contact with the public and protect the
safety of staff during the COVID-19 pandemic Lockdown period.
From the date of the Operational Decision all noise and statutory
nuisance complaints will be investigated normally but will include
an extended period of monitoring and evidence gathering with
enforcement decisions being delayed until after the COVID-19
Lockdown period.
The Neighbourhood Enforcement Team will continue to utilise the
existing Noise APP software which allows customers to submit
recordings of alleged noise nuisance to support complaints.
Officers will now, temporarily restrict activities to reviewing the
information received and only providing relevant advice during the
extended monitoring period. Affected Customers/Cases expectations
will be managed and they will be contacted and informed of the
temporary changes to service delivery.
Any enforcement action will be delayed until an appropriate future
time after the Lockdown period. These jobs will be reviewed
regularl and customers contacted once Environmental Health officers
are able to safely visit/serve notice/undertake works in default to
remedy complaints effectively.

Decision:
1. That employees from priority 1 services (or
those redeployed into priority 1 services), who have been unable to
take leave due to the need to remain in the workplace to provide
essential services due to the coronavirus pandemic, to be able to
carry over up to 20 days untaken annual leave to be used across the
next two annual leave years (2020/2021 and 2021/2022).
2. That 3 days of this leave can be carried over in the normal way
in accordance with our local arrangements, with up to 17 more
additional days recorded separately to ensure that leave is taken
within the 2 year period specified.
3. That the Banking of Leave scheme be ‘suspended’ in
order to avoid uncontrollable amounts of stored up leave for longer
than the 2 years in these regulations. Employees who currently have
‘banked leave’ will still be able to book and use this
leave in the usual way until it is all used.
4. If an employee leaves the Council and has leave carried over due
to the coronavirus, this leave be paid for upon termination of
employment
